1. Application scope
The specific purchase protocol of this module, shall apply to the following feed materials:

2. Target group for the application of this specific purchase protocol
FCA certified companies, purchasing feed materials from a supplier from one of the above indicated
origins, must apply such protocol.
These feed materials can be transported by waterway (sea vessel, lighter or coaster), by rail or by road.
3. OVOCOM Registration
The company, applying this purchase protocol must notify OVOCOM and the certification body
beforehand. To this end, it is sufficient to send an email to info@ovocom.be and to the certification
body, mentioning the feed material and its origin.
4. Monitoring
Any delivery of the above mentioned feed materials, must be sampled. The frequency of analysis is
different depending on the transport means (see below).
If one can demonstrate that multiple deliveries (or shipments) are part of the same batch, it is
sufficient to analyze the batch upon the first delivery, provided it can be proven in writing that the
sampling and the analysis are representative for this batch.
Comment: (only for compound feed producers who apply BT-04, module 2)
When the protocol for “Cereals, (oleaginous) seeds and legumes” or “sorting residues” is applied
for a feed material which is already the object of a module BT-04-No.02 Protocol, the frequency
for the analysis will be as follows:

- The placing on the market (trade) intended for third parties: analysis of each batch placed on the market for all parameters listed in protocol Module BT-04-No.01
- Use within the Company itself:
o Analysis per batch of feed materials for all, in the protocol, listed parameters, and
o Analysis for all parameters listed in the protocol as regards the sorting residues originating from one and the same feed material;
These analyses must be performed, before the placing on the market, or before use within the
Company itself.
Time limit for the protocol on processed feed materials (no. 01-03).
This protocol applies without time limit with analysis of each batch on (minimum) the list of
parameters (see Table 1 - Part B).
Deviation from the application of the list of parameters (included in Table 1 - Part B)
If necessary, the FCA company can apply monitoring based on the HACCP evaluation and deviate
from the sampling and analysis conditions of table 1b, under strict application of the following
conditions:
- The supply chain, from the producer to the FCA company applying this module, must be
clearly identified and separated from any other equivalent product (if applicable, e.g. also
in warehouses and port terminals);
- The non-certified supplier (immediately upstream from the FCA company applying this
module) must obtain an FCA or equivalent certification (see document BT-02) within the
maximum period of 18 months. He must have signed a contract with a certification body
before the delivery date of the product/lot covered by this protocol. A copy of this
contract must be communicated to the FCA company applying this module before the
first delivery.
In case the certification of the supplier is not obtained within 18 months, the protocol
applies without (new) possible exemption (lot-by-lot and application of Table 1 - Part B).
No extension of this 18-month period can be accepted.
4.1. Sampling
A representative sample, per loading space, should be taken.
In case of transport by ship or train: sampling is done by an independent superintendent organization
accredited according ISO 17020 (EN 45004) type A accredited body and/or by a body accredited for
ISO 9001 in combination with a GAFTA agreement, with an appropriate scope in the agribulk control.
In case of transport by road: the sampling is carried out by the certified company applying this protocol.
One sample is taken per truck.
4.1.1. By water
A sample may be taken upon leaving the port of origin, or upon arrival at the seaport.
For vessels, sampling is performed in accordance with the principles of the ‘GAFTA sampling rules No
1244’:
- Per loading space and par 500 ton, a minimum of 20 subsamples of maximum 1 kg are taken at random, by using material that is adapted to the volume to be monitored (e.g. sample drill);

- Gathering and mixing of all subsamples into 1 overall sample, per loading space;
- From the mixed overall sample, at least 2 final samples are taken and sealed.
4.1.2. By road or by rail
For transport by trucks or by train wagons, one can opt for:
- Taking a representative sample per loading space or container;
- Taking a representative sample before the loading of trucks or containers.
4.2. Analysis
The analyses of the parameters indicated in table 1 (part A or B) must be performed, mandatorily, for
each relevant feed material. For road transport, every 20th sample has to be analyzed.
The parameters, listed in this purchase protocol, are the minimum parameters to be analyzed. The other
parameters can be analyzed in function of the individual HACCP-analysis (origin, supplier, respect of a
specific norm, etc.).
If the company identifies additional CCPs and / or PAs for the concerned feed materials (for example,
on the basis of specific origins or the potential presence of non-authorized GMOs), these should also be
analyzed at the same frequency.
The analysis shall be performed by an EN 17025 accredited laboratory (cf. ‘BT-11: Sampling and
Analysis’).
4.3. Example
An FCA company wishes to purchase 500 tons of sunflower seed from a Romanian merchant. Sampling
can be done in two ways:
1) In Romania, the 1000 tonnes are originally stored in one silo and are defined as 1 batch. After
a representative sampling (see point 4.1), the batch is analyzed. The company awaits the result.
If all results are compliant, the batch can be loaded into trucks and then be transported to the
FCA company. In the context of traceability, one sample is taken for each truck upon receipt.
2) The 1000 tonnes (1 batch in one silo) are not analyzed at the original location (Romania).
Rather, they are immediately transported by truck to the FCA company. Upon arriving at the
FCA company, a representative sample is taken from each truck. A overall sample is then
analyzed (max. 20 trucks). The 1000 tonnes are being transported by 35 trucks. The overall
sample of the first 20 transports is subject to analyses (see point 4.2), the overall sample of the
next 15 transports is then being subject to another series of analyses.
5. Notification of analysis results
5.1. To OVOCOM
OVOCOM shall be notified of all deliveries falling under this protocol, along with the analysis results.
If a batch is supplied to multiple companies, it is sufficient for 1 company to communicate the analysis
results. In this case, all companies having received their supplies on the basis of this protocol, must
be indicated. There is no obligation to block the feed materials pending the analysis results.

5.2. To customers
A company who applies this protocol must on request inform his customer of the results of the
parameters on the delivered batch. Should several certificates of analysis relate to a certain batch
(compound batch), all these certificates must be delivered to the customer.

12 The analysis of dioxins, of the sum of dioxins and dioxin-like PCBs, of non dioxin-like PCBs and HAP is required for each dried feed material or feed material which may have been the subject of drying. This analysis is not required for HAP and non dioxin-like PCBs if there is a written statement by the company responsible for drying, stating gas was used for fuel and stating indirect drying was used. In this case, the 100% monitoring can be reduced according to the HACCP study and the FCA Standard. The batch concerned shall however be kept separate from other batches, unless these have been analyzed and approved. 13 If the FCA purchaser has a written statement from the company responsible for the artificial drying, which proves that gas or indirect drying was used, the 100% monitoring can be reduced according to the HACCP study and in line with the FCA Standard.
