STATEMENT OF REASONS
The council has received requests for consideration to be given to the introduction of waiting restrictions, at the junction of Craig Avenue and Bowfell Road, Urmston because of inconsiderate parking that takes place at the junction. It is considered that the parking at the junction can be attributed to several traffic generators, including the play group/scouts located at the junction, parents waiting for children from the nearby grammar school and overflow parking from the leisure centre. To address the concerns that have been raised, it is proposed to introduce a ‘No Waiting At Any Time’ restriction at the junction of Craig Avenue / Bowfell Road.
STATEMENT OF REASONS Event Day parking restrictions were introduced into the Firswood area of Trafford in 2012, shortly before Olympic football events were held at ‘Old Trafford’. Following concerns raised by residents in the Rosslyn Road/Broseley Road area, the ‘event day’ restrictions were extended in 2016. The ‘event day’ schemes operate as ‘past this point’ (PTP) and extend over a wide area in Old Trafford, Stretford and Firswood. However, not all roads in these areas were included in the scheme, and roads such as Kings Road, Warwick Road South and Rye Bank Road, that were considered to be boundary roads carrying ‘through’ traffic were excluded. Non-resident parking continues to affect these roads on event days and, following representations from residents it is proposed to introduce measures to control such parking on a short section of Rye Bank Road.
STATEMENT OF REASONS Planning consent was granted in November 2014, for a site bounded by Clifton Street, Cross Street, Shrewsbury Street and St Brides Way, Old Trafford, to demolish the existing Old Trafford Community Centre, along with St Brides Church and rectory. A new three and four storey mixed use building would then be provided which includes 81 extra care apartments and a replacement community and health centre with library, pharmacy and ancillary café with changing room facilities. A replacement church and rectory would also be provided along with car parking and landscaping throughout. The redevelopment would also require the stopping-up of an existing highway, Blair Street, and alterations to Clifton Street and St Brides Way, including the reopening of Clifton Street at its junction with St Brides Way. In order to provide a turnover of parking spaces for the health centre and library in particular, the developer has requested that consideration be given to the introduction of limited waiting bays, with 1 hour or two hour limits, together with spaces for blue badge holders. Junction protection markings and one-way traffic flows have also been requested. To facilitate the re-opening of Clifton Street at its junction with St Brides Way, the current prohibition of driving (POD) order is to be revoked. It is noted however, that the Traffic Order relating to Clifton Street also includes a POD on Shrewsbury Street. The POD on Shrewsbury Street was removed several years ago, but there is no evidence that the Traffic Order was amended at the time. It is proposed therefore, to revoke the current Order in its entirety It is intended to re-align the footways on Clifton Street and St Brides Way, and this will result in the reduction of the carriageway width to such an extent that 2-way traffic flow cannot be safely accommodated. It is proposed therefore, to introduce one-way traffic flow on both Clifton Street, for its full length, and St Brides Way, between Clifton Street and Shrewsbury Street. To accommodate the developer’s request, it is also proposed to introduce various restrictions around the new development, including: Junction protection markings to maintain visibility and to prevent inconsiderate,
obstructive parking. Spaces for blue badge holders. Parking spaces that will be subject to maximum stays of 1 hour and 2 hours, over
various days and time periods, to facilitate a turnover of spaces for both the health centre and library, and to encourage visitors to the proposed replacement church to make use of a new, dedicated car park accessed off St Brides Way.
STATEMENT OF REASONS
Prior to Olympic football events being held at MUFC in 2012, the organising committee of the games (LOCOG) funded an extensive ‘event day’ permit parking scheme in the residential areas that were historically affected by non-resident parking when events were held at both MUFC and LCCC. The scheme was a ‘legacy’ of the Games and it has remained in place since 2012, however not all the roads in the ‘legacy’ areas were included, and the cul-de-sac end of Warwick Road South was, unfortunately, one of the roads omitted. Because of the limited parking spaces available to non-residents attending events, residents living in the cul-de-sac continue to experience a significant level of non-resident parking when events are being held. In addition to the event day parking, there is a level of non-resident parking that takes place within the cul-de-sac that is associated with the two schools on either side of the road. There are currently no waiting restrictions in the cul-de-sac other than two school entrance markings that prohibit stopping between the hours of 8am and 5pm, Monday to Friday. However, it is understood that because of the unavailability of parking spaces within the cul-de-sac, buses used to collect/drop-off children on school activities are regularly seen parked-up on the entrance markings. The residents have requested that the council consider introducing measures to remove the event day parking and to better allow the schools to manage access to their premises. Warwick Road South, at this point, is approximately 5 metres wide and vehicles cannot be parked on both sides, even with wheels on the footway, without severely restricting access for residents and other road users alike. It is considered that an event day PTP scheme would not address all the concerns raised by the residents but, on the other hand, any other PTP scheme could have a detrimental effect on the two schools, and on St. Hilda’s in particular. It is proposed therefore, to introduce measures that are considered to be beneficial to the residents and both schools: A 24-hour permit parking bay directly outside the residential properties The replacement of the school entrance markings with a 24-hour prohibition of
waiting. This will allow the schools to better manage access for the buses that are used for school activities and, for St. Hilda’s in particular, to manage access for pupils with mobility issues.
A two vehicle, 2-hour waiting bay to allow short-term visitors to all properties on Warwick Road South to park for a limited time.
