GENERAL:

This Addendum will form a part of the Contract Documents and modifies the original Request for

Qualifications (RFQ) Documents dated December 2020. The following Conditions, Drawings, Specification

changes, etc. take precedence over items in the Drawings and Specifications of the RFQ Documents.

Portions of the RFQ Documents not changed by this Addendum remain in effect. Recipients of this

Addendum are advised to provide this Addendum to anyone to whom they further distribute without the

BAA’s knowledge.

Participants in this RFQ are required to acknowledge receipt of this Addendum in their Statement of

Qualifications (SOQ). Failure to do so may subject the Respondent to disqualification.

ADDITIONAL INFORMATION / CLARIFICATIONS / ATTACHMENTS DESCRIBED BELOW:

1. The following questions have been asked:

Question – Will the presentation be made available to all? Answer - Yes.

Question – The document mentioned 4 hard copies and an electronic PDF copy for the SOQ ....

will you be expecting the same for the Proposal?

Answer - Yes.

Question – You mentioned updating/incorporating previously designed plans. Are there

plans/specs sitting "on the shelf" that were not constructed?

Answer - Yes.

Question – Will the original plans, specifications and geotechnical report be made available to

proposing firms?

Answer - The original plans, specifications and geotechnical report will be provided to the

selected firm for Scope of Work generation.

Question – Do you want electronic files for both SOQ and Proposal on one thumb drive or do you

need separate thumb drives as well?

Answer - Yes. Separate thumb drives are required. This is for evaluation purposes if a firm is not

shortlisted for proposals.

2. The following are clarifications to the RFQ criteria:

A. The Birmingham Airport Authority’s DBE goal for this project is fifteen (15) percent.

B. The selected firm must design and provide bid ready (received, reviewed and approved)

construction plans before the bid advertisement date of May 03rd, 2021.

C. Respondents are to have their submission package delivered (SOQ and Proposal) to the

front desk of the Birmingham Airport Authority’s administrative office by the mandatory

deadline of January 25th, 2021, 2:00 p.m. CST. Upon receipt, the front desk receptionist will

record the delivery time and stamp the package as received.

D. Please carefully review the Pre-Submittal meeting’s Power Point presentation included as

part of this addendum. The tentative schedules (selection and project schedule) included

in the presentation take precedent over the timeline described in the RFQ.

• 1.2 Million passengers as of November 2020 (YTD)

• 21,168 aircraft operations as of November 2020 (YTD)

1. Airport Pavement Management System (APMS): According to the APMS report (2016), Taxiway ‘G’ is due for repair

2. Self inspection findings: Recurrent self inspections by Airport Ops staff corroborate APMS report’s findings

Scope of ServicesGoals

1. To enter into a contract with the most qualified engineering firm for professional services pertaining to the taxiway pavement rehabilitation.

2. To review and update previously designed plans and provide bid ready (reviewed and approved) construction plans and specifications before the anticipated bid advertisement date of May 03, 2021.

3. To provide construction administration services during the construction phase of the project.

Selection Process• The BAA’s selection committee will, based on SOQ evaluation,

identify the best qualified firms to join the pre-selection short list.

• The BAA’s selection committee will then review sealed project proposals only from firms who are members of the short list. Unsuccessful firms will be notified, and sealed proposals returned.

• The BAA selection committee will then, based on proposal evaluations, enter into negotiations with the most qualified firm.

• Once contract negotiations are finalized, the BAA selection committee will submit a recommendation to award in February of 2021.
