    • ULBs should, after verification of land docu-ments,approvedlayout&inspectionofthesite,enter into an agreement with the beneficiaryoutliningconstrucitonandpaymentmilestones.

    • BeneficiarymaystarttheconstructionusinghisownfundsoranyotherfundandGoIassistancewill be released inproportion to the construc-tionbyindividualbeneficiary.

    • ThelastinstallmentofRs.30,000/-ofGOIas-sistance shouldbe releasedonlyaftercomple-tionofthehouse.

    • The progress of such individual houses shouldbetrackedthroughgeo-taggedphotographssothateachhousecanbemonitoredeffectively.

    • Stateswillberequiredtodevelopasystemfortracking progress of suchhouses through geo-taggedphotographs.

    • Transfer of funds to the beneficiary’s bank ac-countbyDirectBeneficiaryTransfer(DBT)modeismandatorybasedongeo-taggingofhouseatvariousstagesofconstructionunderBLCverti-cal.

    Why Enhancement?• As per the Technical Group onUrbanHousing

    Shortage (2012-17), 80% of households arelivingincongestedhouses.

    • Congestion factor isdefinedas thepercentageof households in which each married coupledoesnothaveaseparateroomtolive.

    Provisions related to enhancement in PMAY(U)Guidelines*Asperclause7.2(b)ofPMAY(U)guidelines:• “Ifthebeneficiaryhasapuccahousewithcarpet

    areaofupto21sq.mt.orasemi-puccahouse,lackinginoneofthefacilities(i.e.room,kitchen,toilet, bathroom or a combination of any ofthese), it may be taken up for enhancementsubject toULB/Stateensuring structural safety

    of the house and adherence to followingconditions:

    i. The total carpet area after enhancementmustnotbelessthan21SqMtandmustnotbemorethan30SqMt.

    ii. Enhancement shall mean addition ofminimumcarpetareaof9.0SqMt intotheexisting house with pucca construction ofat least one habitable room or room withkitchen and/or bathroom and/or toiletconformingtoNBCnorms.

    iii. The details of the enhancement proposalsunder BLC vertical shall be submitted inproposed Annexure 7D of the PMAY(U)guidelines.”

    Eligibility

    For New Construction

    1. UrbanresidentsofEWS:EconomicallyWeakerSection (annual incomeuptoRs 3 lakh)& LIG:Low Income Group (annual income Rs 3 to 6lakh).

    2. Beneficiary families should not own a puccahouseanywhereinIndia.

    For BLC Enhancement

    3. Beneficiariesmayberesidingeitherinslumsoroutsidetheslums.

    4. Beneficiariesinslumswhicharenotbeingrede-velopedcanbecoveredunderthiscomponentif beneficiaries have a Kutcha or Semi-Puccahouse.

    Benefit

    • ToindividualeligiblefamiliesbelongingtoEWScategories, toeither constructanewhouseorenhance existing house on their own to coverthebeneficiaries,whoarenotabletotakead-vantageofothercomponentsofthemission.

    • SuchfamiliesmayavailofcentralassistanceofRs.1.50lakhsforconstructionofnewhouseorfor enhancement of existing house under themission.

    Implementation through ULBs

    • Beneficiariesdesirousofavailingthisassistanceshall approach the ULBs with adequate docu-mentation regardingavailabilityof landownedbythem.

    • TheULBsshallvalidatetheinformationgivenbythebeneficiaryandbuildingplanforthehouse

    MiniMUM CArPEt ArEA As PEr nBCILLUstrAtIonsubmitted by beneficiary so that ownership ofland and other details of beneficiary like eco-nomicstatusandeligibilitycanbeascertained.

    • Theconditionof thehousese.g.Kutcha,Semi-Kutchaetc.oftheprospectivebeneficiaryshouldbe checked with SECC data to ensure benefi-ciary’sconsequenteligibilityforconstructionofnewhousing.

    • SECCdataregardingnumberofrooms,detailsoffamilymembersetc.shouldalsobecheckedtoensurebeneficiary’seligibilityforenhancementofhouse.

    • Onthebasisoftheseapplications,ULBswillpre-pareanintegratedcitywidehousingprojectforsuchindividualbeneficiariesinaccordancewiththeCityDevelopmentPlan(CDP)orothersuchplan of the city to ensure construction of pro-posedhousesareasperplanningnormsofthecityandschemeisimplementedinanintegratedmanner.

    • Individualapplicantsforassistanceshallnotbeconsidered.SuchProjectswouldbeapprovedbyStatesinSLSMC.

    • While approving projects for individual houseconstruction, ULBs and States/UTs should en-sure that requiredfinance for constructing theplanned house is available to the beneficiaryfrom different sources including his own con-tribution,GoIassistance,StateGovernmentas-sistance etc. In no case, GoI assistancewill bereleased for housewherebalance cost of con-structionisnottiedup,asotherwisereleaseofGoIassistancemay result intohalf constructedhouses.

    • States/UTs or citiesmay also contribute finan-cially for such individual house construction.CentralassistancewillbereleasedtotheAadharlinkedbankaccountsofbeneficiaries identifiedinprojectsbytheStates/UTsasperrecommen-dationsofULBs/implementingagency.

    • Though the funds fromCentralGovernment toStateGovernmentswouldbereleasedinlump-sum including assistance for this component,State Government should release financial as-sistancetothebeneficiaries in3-4 installmentsdepending on progress of construction of thehouse.
