General Notes:
1. United Nations OFFP records – Refers to databases and records maintained by the United Nations, specifically, the Office of the Iraq Programme (OIP) and the United Nations Treasury Department.
2. SOMO allocation records – Refers to Ministry of Oil lists of allocations for each phase approved by the Iraqi leadership, letters from the executive director of the State Oil Marketing Organization (SOMO) to the Minister of Oil seeking approval for allocations with handwritten approvals by the Minister of Oil, and Shamkhi H. Faraj report to the Minister of Oil, “Allocations and Sales of Crude Oil in the phases of the Memorandum of Understanding 1996-2003.
Column Descriptions:
1. Beneficiary – The name of the individuals and entities other than the named contracting party that were named in the Ministry of Oil records as the intended beneficiary of the oil allocation. In some instances, the named beneficiary is an official of the contracting party. The entities are listed in alphabetical order by the name as transliterated from Arabic. For the purpose of creating the table, when an individual entity was referred to under different variations of his/her name, a standardized version of the name was created by the Committee (Source: SOMO allocation records).
2. Country – The country designated in the Ministry of Oil records as the country of the non-contractual beneficiary. (Source: SOMO allocation records).
3. Contracting Company – The name of the contracting entity to the extent that a contract was executed. In some instances, no contract was executed and, accordingly, the contracting company is noted as “No contracting company per SOMO”. The entities are listed by their known legal name at the time that the information was compiled. Some of these entities are no longer active or have been dissolved; others are subsidiaries of other organizations. 4. Phase – The phase in which oil is allocated. (Source: SOMO allocation records).
5. Mission Country – The country, or countries, that SOMO lists for the contracting entity. (Source: SOMO allocation records).
6. Contract – The contract number assigned to a contract to purchase oil as indicated in SOMO records. Some beneficiaries may have been allocated oil for which no contract was executed or was never assigned to a valid contract. These allocations are designated as N/A. 7. Barrels Allocated – The number of barrels of oil allocated to contracting entities as reflected in Ministry of Oil records. In total, some 2.1 billion barrels were allocated to non-contractual beneficiaries. (Source: SOMO allocation records).
