Case Study
In 2004, Mercy Health Partners of Toledo, Ohio began the
progressive initiative of transforming its paper-based, manual-
entry clinical documentation and order management system
to an efficient electronic health record (EHR). Initial challenges,
recognized and defined by Beacon Partners, included:
• Physician opposition
• Lack of governance structure
• Clinical transformation
• Strategic planning, including realistic timelines, budget and resources
• Need for a CPOE corporate model
Mercy recognized the need to partner with experts who could lead
this process and provide clinical consulting expertise. To meet this
need, they engaged Beacon Partners to determine the cost of this
endeavor and to create and operationalize the implementation of
all components included under the corporate model EHR umbrella.
Scope of Services
Understanding Mercy’s challenges and working with their executive
and physician leadership, the Beacon Partners team executed its
proven implementation methodology. Beacon Partners established
an effective governance team to lead the transition process, make
key decisions and maintain the project as a constant organizational
priority. Our consultants worked with Mercy to complete all aspects
of the transition, including:
Designing and building: • CPOE process
• Multidisciplinary clinical documentation
• Clinical data warehouse
• Bar-coded Rx administration
• Lifetime results repository
• Performance metrics and clinical decision support
• Medication reconciliation with full CPOE integration
• Physician documentation
• CPOE with two-way pharmacy interfaces
• Extensive clinical decision support
• Change management
• Defining the CPOE corporate model
• Re-engineering the clinical process
• Recruiting, training and managing Mercy’s EHR team over a 5½-y ear period
• Providing application analysts and project managers to support the hospital during the transition

Client Profile • Comprised of nine hospitals in Northwest Ohio, and
is part of the Catholic Healthcare Partners system
based in Cincinnati, Ohio
• Includes a tertiary care center with a pediatric
hospital and large neonatal intensive care unit
• Facilities include Level 1 trauma services, heart
center, burn unit, rehab, pediatrics, NICU
hematology/oncology for pediatric and adult
patients, and all medical, surgical and OB

Return on Investment
Today, 1,000 physicians and 350 residents use Mercy’s CPOE
for all in-patient orders. The St. Vincent Mercy Medical Center, a
tertiary hospital and largest facility in the Mercy region, experienced
the following success:
• Project completed on time and on budget
• Complete EHR/CPOE migration for the four largest Mercy
facilities over a three-year period
• Mercy recognized by The Leapfrog Group as the Ohio
leader for CPOE adoption
• Reduced adverse drug events by 66%
• Reduced STAT medication administration time by 50%
• Reduced STAT lab turn-around time by 50%
• Eliminated 100% incomplete pediatric orders
• Drove a 63% reduction in ADE’s per 1,000 doses for St.
Vincent Medical Center from Pre-Live Baseline
• Employed Allergy Alerts that changed on average of
12-14% of orders
