TERMS OF REFERENCE
SUPPIY, DELIVERY AND INSTALLATION OF SYSTEMS AND OFFICE FURNITURE FOR GENERALADMtN|STRAT|ON OFFTCE (GAO), COMMTSSTON ON HUMAN RtGHTS, COMMONWEATTH AVENUE,
QUEZON CITY
I, BACKGROUND
The Commission on Human Rights seeks a suitable supplier to provide modular office system andfurniture for its personnel located at the GAO, SAAC Building.
II. OBJECTIVE
The objective of this project is to obtain the services of a qualified supplier who can provide modularoffice partitions and/or workstations as required for staff offices and other required areas of CHR'sGAO Office as set below in the Scope of work.
III. DESCRIPTION AND SCOPE OF WORK
Space planning and design, inclusive of detailed work drawings for CHR reference and approval,such as furniture layout,3D renderings and furniture technical specification sheet statingcompliance to required CHR office furniture specification.
b. Supply and installation of Systems Furniture (Modular Partitions) and Desk System. lnciusive ofcustomization of cabinetries + desk on areas with fill-in spaces.
Project Management1. lmplementation of approved office furniture layout2. Coordination with other trades such as electrical, lT and civil works3. Conduct of regular toolbox/ construction meeting with all stakeholders involved4. Logistics in delivery and installation of Systems and Offlce Furniture5. Punch listing6. Housekeeping and Hand over
IV. TECHNICAT SPECIFICATIONS AND BILL OF QUANTITIES
A. Systems Furniture/ Modular Partitions
Panel Thickness: 6cm thick Monolithic Block Panel
IIh!: Forged Extruded Aluminum in Electrostatic Powder Base FinishRacewav: l0cm height with spot welded pre-punched holes der panel. lnclusive of rib-type cable separators for lT and electrical wires. lnclusive also of levelling gliders.Substrate: Particle Board cladded with Foam Underlay and fire retardant + high levels ofcolor and rubbing fastness fabric upholstery.Panel Connectors: Post Type (not bracket + cover type) with slatted channels. Betterstrength and weight vs. load capacity than the latter. Slat Channels for worktop bracketsconnections. Connectors should or could accommodate either 90 or 120 degrees forfuture reconfiguration.
6. Glass Soecifications: Clear Glass with Aluminum transoms and fittings for half glass andfloor to ceiling panels.
7. Brackets: Load tested steel, precision cut slat attachments in electrostatic powder coatfinish.
8. Fabric: Fire retardant and with high rubbing and color fastness fabric upholsten. ,/

9. Cable Racewav Capacitv: 8 to 10 workstations with complete electrical and lTrequirement. One (U pre-punched hole for electrical convenience outlet and CAT5receptacles for the other.
10. Droo Pole Caoabilitv: Post Type (not bracket + cover type) that can act as a wiremanagement from ceiling and at the same time as a connector. This should not beseparate.
B. Desk and Worktop Specifications
Substrate:25mm thick Grade A Medium density Fiberboard (MDF)Laminate and Edsins: Hot pressed industrial grade Melamine Laminate, Double FacedEdged with 2.25mm thick chamfered PVC Flat edge band, machine pressed ontosubstrate. Moisture and Stain resistant.
3. Freestandins Desks with Metal Les Framins: Cold Rolled Steel , with rust treatment andfinished with powder coat paint finish. With provision for wiring management, pass thrufrom worktop to floor.
4. All worktops and freestanding desks should have at least one (1) grommet for wiringpass thru.
5. Each worktop should have a center or side drawer.
C. General Requirement
Please refer to the approved layout, supplier's As-Built measurement and furniture materialspecifications for your cost proposals. Please refer to proposed Bill of Quantities.
D. Electrical and lT Requirements
The electrical works shall be supplied by the CHR, including all labor and materials. The role ofthe winning contractor is to manaBe and supervise the project thru conducts of constructionmeetings prior to implementation of this contract and during the initallation of workstations.Same applies for all lT requirements.
V. TERMS AND CONDITIONS
A. Failure to deliver item(s) within the specified delivery period, shall authorize the End-user toimpose a penalty of t/tO of t% of the total value of the undelivered item(s) for every day ofnon-delivery.
B. The Purchase Order (P.O.) shall be accepted by the supplier prior to the delivery of goods.C. Non-availability of stocks/items shall be made known to the Procuring Entity/End-User.D. Goods are considered defective when they are unfit for the use for whlch it is intended, or its
fitness for such use is diminished.E. The CHR shall have the right to reject items if goods delivered are found defective or
substandard/ non-compliant from the approved specifications set in this TOR. Compliance withthe specifications should be 100%. No compromise and further haggling on the matter.
F. No subcontracting shall be allowed for the entire project.G. The participating and eventually winning bidder must be at least two (2) years in operations and
must have completed a project of the same magnitude, having a single largest contract of atleast 50% of the approved ABC amount.
H. The CHR thru Bids & Awards Committee (BAC) will base its governing final decision on thebidder's design, befitting its functionality, warranty and aftersal3s, project managementcapability, furniture customization capacity, space maximization, workflow efficiency andaesthetics that will best serve the end-user's requirement.
VI, DELIVERY AND INSTALTATION SCHEDULE
Delivery and installation must be completed within thirty-six (36) calendar days, provided theplace/area for installation is clear for any obstruction. This includes setting-up modular partition,worktops and desk. V

1. Fifteen percent (15%) Mobilization Fund2. Seventy-five percent (75%) upon approval ofthe FinalAcceptance Report by the end-user3. Ten percent (10%) Retention Fund shall be given after five (5) months from date of Final
Acceptance
VIII. APPROVED BUDGET FOR THE CONTRACT (ABC):

IX. WARRANW AND COVERAGE
All proposed office furniture should have a minimum of five (5) year Manufacturer's Warranty. Saidwarranty does not cover the following:
