What is the

Center of Excellence (CoE)?

Joint project between:

• INEGI –UNODC Cooperation Agreement (December

2010)

• Focus:

To establish a partnership for technical cooperation

between INEGI and UNODC for the development of

Statistical Information on Government, Victimization,

Public Security and Justice.

• The Center is located at INEGI’s premises at Mexico City

• Inaugurated on May 16, 2011

Objectives

To enhance the capacity of the countries in the region to:

I. Develop data collection instruments to gather information on

government, victimization, public safety and justice

II. Undertake research and analysis on crime and victimization

trends using statistical data generated within the respective

fields.

III. Improve data quantity and quality (surveys and administrative

records).

IV. Disseminate knowledge and exchange data through the release

of publications

V. Improve the institutional frameworks of statistical processes

related to the generation and analysis of crime-related data.

Current main activities

• Manual on Victimization Surveys in Business

• Coordination of the ICCS testing in the Latin America region

• Developing methodological research on surveys and

emerging issues (crime prevention, governance, measuring

corruption)

• Preparing the 4th International Conference on Governance,

Crime and Justice Statistics (June 2018, Lima, Perú)

• And the ongoing Victimization Lab…

CoE’s Victimization LabThe VicLab is a space for experts and researchers to

observe, study, analyze, practice, discuss and test

methodologies, questionnaires, samples and

existing models to measure victimization levels.

It aims to achieve two main objectives:

– Serve as a place to facilitate the generation of new

knowledge on victimization surveys.

– Serve as a repository of already collected data

available for analysis.
