PRESENTACIÓN ESCUELA DE VERANO
Sitio
La Escuela de Verano se organiza en la Corvinus University Budapest, una
de las Universidades más prestigiosas en Europa con el apoyo del
Consulado Honorario de Hungría en Bogotá.
Propósito
Discutir las últimas tendencias en regulación económica con expertos
profesores de la Corvinus University Budapest, la Universidad Extremadura
de España y la Pontificia Universidad Javeriana Bogotá para entender el
acercamiento a estos temas en la Unión Europea siempre teniendo en
cuenta una perspectiva Colombiana.
Estudiantes Interesados
Es una propuesta inter-disciplinar para estudiantes de diferentes carreras
de derecho, economía, administración de empresas, ciencias políticas y
relaciones internacionales provenientes de Universidades destacadas en
Colombia.

Metodología
Las clases se desarrollan en Inglés y en Español dependiendo del módulo.
La idea es proveer la experiencia de profundización en el área de
regulación económica con la práctica del idioma Inglés.
La Escuela de Verano ofrece cinco módulos en 80 horas en Budapest
(equivalente a 5 créditos académicos en Colombia). Los participantes se
inscriben como estudiantes regulares de la Corvinus University Budapest y
reciben un Certificado de Asistencia de la misma Universidad siempre
cuando participan en un mínimo de 80% de las clases y cumplen con los
requisitos adicionales de evaluación. El Certificado de Asistencia incluye un
transcript de los módulos cursados.
Los profesores evalúan en cada módulo el desempeño académico de los
participantes en forma de notas. En los dos módulos centrales del curso -
International Economic Order y European Economic Integration – los
estudiantes desarrollan unos proyectos de investigación en grupos con
base de trabajo individual dirigido en biblioteca. Los grupos presentarán y
discutirán sus papers de 5-10 páginas en un seminario alemán. Las tres
principales áreas de investigación propuestas son a) sobre cargas
tributarias relacionadas al impacto ambiental en la Unión Europea; b) sobre
las tendencias en la política energética de la Unión Europea y c) sobre
políticas agrarias de la Unión Europea.

A lot of emphasis is put on learning versus teaching at Corvinus.
Learning also means exploration, often putting the emphasis rather
on questions than answers, dilemmas instead of clear-cut solutions.
Nevertheless, Corvinus is solid on academic theory and making
students work hard. After all, rest feels good when serious
accomplishments are achieved!

Educación y experiencia profesional
Licenciado en Derecho por la Universidad Complutense de Madrid,
defendió su tesis doctoral en diciembre de 1995 en la misma
Universidad obteniendo la máxima calificación y el Premio
Extraordinario.
Desde 1999 es Profesor Titular de Derecho Eclesiástico del Estado de
la Universidad de Extremadura y en marzo de 2012 se acreditó como
Catedrático de Universidad. Ha ocupado, en la Universidad de
Extremadura, el cargo de Director del Departamento de Derecho
Público (2003-2007) y actualmente es Decano de la Facultad de
Derecho desde noviembre de 2007.

Course Intention
The World Economy and the Global Financial Crisis (in English)
Following a short introduction to the main theoretical
concepts and methods of modern international institutions,
the course provides an analysis of the most important
economic organisations such the United Nations (and its
specialised agencies), the International Monetary Fund
(IMF), the International Bank for Reconstruction and
Development (IBRD), the European Bank for
Reconstruction and Development (EBRD), the Organisation
for Economic Cooperation and Development (OECD), and
the European Central Bank. Based on the theoretical
issues the concrete operation of these institutions in the
world economic and political environment is going to be
examined.
The major aim is, however, to place these economic
organisations into real-world context and to test their
relevance, efficiency and power.
The global financial crisis offers a great opportunity o
investigate the effectiveness of the main international
economic organisations; i.e., whether they have been able
to provide remedies to the most recent problems.
Course Objectives
By applying an interdisciplinary approach, at the end of the
course students should be able to:
have a clear understanding of the structural issues of
international institutions following the second world war;
be informed about the forms, spheres and manifestations
of interdependencies in the world economy, and their
reflections in international institutions;
be familiar with the main theoretical concepts relating to
economic institutions and financial crisis.

Course Intention
International economic order (in English)
The class examines the relationship between economic and
political power and wealth in the development and
functioning of the modern world economy. We focus on the
ways in which economic, political and social forces affect
the policy choices of states, firms and atomized individuals
in international trade, investment, and monetary affairs.
However, following the tradition of international political
economy, we will also explore how international economic
forces influence national policy-decisions, how the
globalised world economy may alter the national
competitiveness of individual states.
The main premise of this module is that neither international
politics nor international economics can be understood in
isolation from one another. It is essential that we see how
power, money and markets are intertwined. To this end,
students must possess at least a rudimentary
understanding of economics. This serves as a basis for
learning how to think about the world economy, in
particular understanding the many ways interdependence
operates.

Course Intention
European Economic Integration (in English)
The economic and financial crisis of 2007/2009 has posed
unexpected challenges on both the global level (i.e. the
reform of the international financial architecture) and the
regional level. Besides the US, the EU has been the most
severely hit by the current economic crisis. The financial
and banking crisis on the one hand and the sovereign debt
crisis on the other hand have clearly shown that without a
bold, constructive and systematic change of the economic
governance structure of the Union, not just the
sustainability of the monetary zone but also the viability of
the whole European integration process would be seriously
undermined.
In order to understand the current developments and
challenges in the EU, the course aims at providing a clear
understanding of the evolution of the European economic
integration process from the period following the Second
World War through the creation of the EEC, the single
market and the single currency to the global economic
crisis of today.
The ultimate goal of the module is to provide students with a
clear and solid understanding of the main concepts,
theories and approaches of economic integration of the EU.
The course provides a historical, institutional and a
thorough analytical analysis of the integration process of
the EU.
The module adopts an interdisciplinary approach, with a
particular focus on economics, public policy and
international relations. It aims to familiarise students with
the relevant international literature on European economic
integration by bringing together history, economic theory,
political economy issues, institutional analysis and socio-
economic relations.

have a clear picture on the historical-institutional
development of the EU’s economic institutions and
structures;
be familiar with the main theoretical concepts relating to
economic integration in the EU;
recognise the relevant roles played by different EU
institutions and bodies in economic policy-making (i.e.,
ECB, Commission, Parliament, Council, national authorities,
etc.);
critically examine the current debates, challenges and
controversies on economic governance and financial crisis.

Course Intention
European Union Taxation (in English)
The aim of the course is to train and prepare the students
on the practice of international taxation, primarily from
transnational business view.
The students learn the methods of tax planning, the profit
planning, the loss utilization, the international tax refunding,
the tax risk analysis, the off shore opportunities.
The course includes the model agreements on double
taxation and on investment protection. The methods and
strategies of transfer pricing and its relation to tax planning
is also part of the knowledge. Finally, the practice of EU
Community tax harmonization in administration, direct and
indirect taxes will be acquired by the students.
