1. INTRODUCTION: Manipur excels in Sports and the Department of Youth
Affairs & Sports is committed to the promotion of Games and Sports including
Indigenous games and Youth activities in the state. Various training and coaching
programmes, tournaments and championships in various sports disciplines and other
physical activities were held in the state. Games & Sports form an inseparable part of
the lives of people of Manipur. In earlier days, it flourished in different forms of
Indigenous Games and enjoyed the Royal Patronage. After the introduction of
modern games by Sir Churachand Singh, KCSI, CBE and formation of Manipur
Olympic Association after the Second World War, the players of this State have
shown excellence in various sports activities. The successful hosting of the V
National Games in 1999 and the installation of modern infrastructures have helped
to enhance the standard of the players further. Today, this tiny State is proud of
having 13 (thirteen) Olympians, 1(one) Padmabushan Awardee 3(three) Padmashree
Awardees 16 (sixteen) Arjuna Awardees, 2 (two) Rajiv Gandhi KhelRatna Awardee,
1(one) Dhyanchand Awardee and 1(one) Dronacharya Awardee. A good number of
sportspersons are playing under different banners country-wide. For a poor and
resource-handicapped State like Manipur, Games & Sports have become an
employment avenue as well as a past time for the youths and veterans alike. As an
acknowledgement to the achievement of sports persons, the first national Sports
University will be established in Manipur.
State Sports Policy: A State Sports Policy was adopted in 1992 which was again
amended in 2003 and different programmes like Financial Assistance to State Sports
Associations, Employment of Sportspersons in various Government Units, Creation of
Sports Infrastructures are taken up under the Policy.
State Youth Policy: A State Youth Policy was approved and notified by the
Government on 16-3-2011. Different Youth welfare programmes were taken up
under this policy.
2. ADMINISTRATIVE SET-UP: The Department of Youth Affairs & Sports was
bifurcated from the Education Department on 16th April, 1980 and since then, the
Department implement various programmes for the promotion of Games and Sports
and various Youth Welfare Programmes in the State.
The Directorate is located at the Khuman Lampak Sports Complex and the
District offices under the DYASO are located at each of the 9(nine) District
Headquarters and 2(two) A.D.C. Headquarters of Jiribam and Kangpokpi (Sadar
Hills).
The Director, Youth Affairs & Sports is the Head of Department and is
assisted by 2(two)Joint Directors, 5(five) Deputy Directors, 4(four) Assistant
Directors, 1(one) Financial Officer, 1(one) Special Officer, 1(one) Senior Youth
Officer and 1(one) Store Officer and 552 Nos. of field officials and ministerial staffs.
The District Youth Affairs & Sports Officer is the Head of Office, Drawing and
Disbursing Officer of the District. He is assisted by other subordinate staffs like
Superintendent(P), Coaches, Youth Officers and ministerial staff. Similarly,
Superintendent(P) is the HOO and DDO of the Sub-Divisional YAS office, Jiribam and
the Dy.Director(Admn) is the HOO and DDO of the Sub-Divisional YAS office
Kangpokpi assisted by their subordinate staff.
3. ACTIVITIES AND ACHIEVEMENTS:
The main activities of the Department during the period are reported as
under:
1. Promotion of Games and Sports.
2. Implementation of Youth Welfare Programmes.
3. Implementation of Physical Education.
4. Development of Sports Infrastructures.
5. National Sports Academy.
3.1. Promotion of Games and Sports:
The Department has been implementing various schemes/programmes for
Promotion of Games and Sports in the State since its inception by organizing district
& State level School Games Meets in various age groups & disciplines under the
guidelines of School Games Federation of India. The main objectives for promotion
of games & sports is to have sports consciousness from the grass root through
participation in the National/International meets held at different part of the
Country. Besides, teams are also sent for participation in the Subroto Mukherjee
Football Tournament and J.N. Hockey Tournament.
A. SUBROTO MUKERJEE FOOTBALL TOURNAMENT:
The Department Organized State level Inter School Subroto Mukerjee
Football Tournament for Under-14 & 17yrs boys and Under-17yrs girls at Imphal
from 15th to 19th& 21st to 26th July 2015. Being Winners of Under-14yrs boys Bijang
Loubuk Junior High School, Churachandpur district, The Little Angels Paradise
School, Thoubal for under-17yrs boys and The C.T. Hr. Sec. School, Imphal west
winner for under 17yrs girls represented the state in the 56thSubroto Cup
International football Tournament, 2015 held at New Delhi. In the said football
tournament under–17 yrs the Little Angels Paradise School, Thoubal and C.T.
Hr.Sec. School, Imphal West got runners-up.
B. J.N. HOCKEY TOURNAMENT UNDER-17 YRS GIRLS:
The Department Organized J.N. Hockey Tournament U-17yrs Girls and Under-
15yrs boys at the District and State Level. The Nongchup Imphal Sagoltongba High
School, Imphal West, Winner Under-17yrs girls and Young Pioneer English School,
Imphal East District Winner of the Under-15yrs boys represented the state in the
National J.N. Hockey Tournament held at New Delhi from 8thto 18th October,2015.
c. State Inter School Games Meet: The Deptt. organized the State Inter School
Games in different disciplines as under:

Shannaroishing-gee-Numit (Players Day): The Deptt. observes Shannaroishing-gee
Numit (Players Day) on 25th February every year in recognition of the achievements
made by the state players.
E.i) RAJIV GANDHI KHEL ABHIYAN (RGKA): State Women Sports Competitions under
Rajiv Gandhi Khel Abhiyan (RGKA), 2015-16 was held at Khuman Lampak Sports
Complex from 8th to 10th November, 2015 in 12 (twelve) sports disciplines, i.e.,
Athletics, Badminton, Basketball, Handball, Hockey, Gymnastics, Kabaddi, Kho-Kho,
Volleyball, Swimming, Tennis and Table Tennis.
ii) STATE LEVEL RURAL SPORTS COMPETITIONS: State Level Rural Sports Competitions
under Rajiv Gandhi Khel Abhiyan (RGKA),2015-16 was held at Khuman Lampak
Sports Complex from 13th to 15th December, 2015 in 10(ten) Sports disciplines, i.e.
Athletics, Taekwondo, Volleyball, Football, Judo, Weightlifting, Archery, Handball,
Boxing and Basketball.
Selected state teams under 16 years Boys and Girls have participated in the
National Rural Sports Competitions held at different States of the country in the
discipline and on the dates as detailed below:

Football, Hockey, Judo, Table Tennis and Weightlifting. And the Achievements are

F. COACHING: The sports loving persons of Manipur have excelled in almost all
disciplines of games and sports having brought laurels for both the country and the
state at various level of National & International competitions. The last few years
have witnessed a resurgent Manipur in the National arena of Games &Sports which
attracted the admiration of all on the outstanding achievement of this small state.
Many sportspersons and players from Manipur have been winning medals for the
country in the Asian, Commonwealth Games and other International competitions.
(a) Talent Search & Hunting Non-Residential Coaching Programme :
To increase the level of performance effectively, the Department has conducted 21-
day Non-Residential coaching Camp for Talent Search and hunting programmes at 9
Districts headquarters and 2 Sub-divisional Headquarters in the following disciplines
under the age group of 14 years so that talented players from the rural area may
have a chance to expose their talents.

(b) Residential Coaching Camp: In preparation of State School team for participation in
the 61stNational Inter School Games Meet, the Department conducted Residential Coaching
Camp in the following disciplines under the guidance of qualified Senior Coaches of the
Department.

(c) Regular Coaching Camp(R.C.C.) :- The Department of YAS has been
implementing a coaching programme named Regular Coaching Centre(RCC) for
organizing a Non-Residential coaching to the players of different age group( i.e from
grassroot to International level) with the latest technique as well as systematic &
scientific way of coaching under the supervision of expert/trained coaches of the
department since 2002 in 24 disciplines viz; Athletics, Archery, Boxing, Basketball,
Body building, Cycling, Canoeing& Kayaking, Fencing, Football, gymnastics,
Handball, Hockey, Judo, Rowing, Sepak Takraw, Shooting, Swimming, Table Tennis,
Thang-Ta, Taekwondo, Volleyball, Wrestling, Wushu and Weightlifting (for 6months
each i.e. April to Sept and October to March) throughout the year.
(d) Financial Assistance to State Level Sports Associations:
The Deptt. of YAS have been implementing a scheme for grant of financial
assistance to Manipur Olympic assn., State and District Level Sports Associations
forparticipation in different National/Zonal/International/Hosting of National
Championship at Imphal and for organization of District /State Level Championship
and Non-Residential coaching prior to National Championship and Improvement of
MapalKangjeibung.
A sum of Rs.60.00 lakhs under “PLAN” and Rs.1.00 lakh under non-plan has
been allotted as financial assistance for the purposes mentioned above. Out of the
allotted amount of Rs.60.00lakhs under ‘PLAN’, a sum of Rs.52.00 lakhs and 1.00
lakh under Non-Plan has been extended as grant in aid to different state and Dist.
Level Sports Associations and Rs.8.00 lakhs is under process.
3.2 YOUTH WELFARE PROGRAMMES: The Department of Youth Affairs &Sports,
Govt. of Manipur has organized the 20th State Level Youth Festival from 17th to 21st
November,2015 at the Auditorium, Khuman Lampak Sports Complex, Imphal. About
540 Youths drawn from different districts (including Jiribam and Kangpokpi Sub-
division) of Manipur had participated in the competition in various disciplines such
as Elocution, Guitar, Tabla, Harmonium, Flute, Sitar, Classical Vocal Solo, Classical
Manipuri Dance, One Act Play, Folk Dance(Group) and Folk Song(Group). The
selected youths will participate in the 20th National Youth Festival to be held at
Raipur, Chhattisgarh from 12th to 16th January, 2016. The main objectives of the
festival are to promote peace and development and at the same time provide ample
opportunities to the Youths of the State for exhibiting their talent.
YOUTH AWARD SCHEME: Realizing the importance of optimum utilization of Youth
energy in nation building activities, the Department of Youth Affairs & Sports have
instituted the Youth Award Scheme in order to recognize/honour outstanding young
persons and Voluntary Organizations engaged in the field of Youth Work.
The Department of Youth Affairs & Sports, Manipur offers the following Youth
Awards under this scheme.
1. State Award to outstanding Youth Workers Monetary Award of Rs.5000/-
2. State Award to outstanding Voluntary Organisations Monetary Award of Rs.10,000/-
3. District Award to outstanding Youth Workers Monetary Award of Rs.1000/-
4. District Award to outstanding Voluntary Organisations Monetary Award of Rs.3000/-
Recipients of the State Youth Award for the year 2015 are as follows:
i) STATE YOUTH AWARD(INDIVIDUAL):SHRI THOIDINGJAM JITEN SINGH, Wangoi, Wanghembam Leikai,
ii) STATE YOUTH AWARD(VOLUNTARY ORGANISATION)
THE SERVICE BRIDGE AGENCY,SagolbandNepraMenjorLeikai,
Imphal West District, Manipur.
iii) DISTRICT YOUTH AWARD(INDIVIDUAL): Shri TH. JIBON SINGH,
KhangabokMakhaLeikai, Thoubal District
Outstanding achievements will be recommended for National Youth Award. It is to
be hoped that these Award will enthuse Youths and Voluntary organisations of this
State to work with dedication for the welfare of the youths and community in which
they live.
3.3IMPLEMENTATION OF PHYSICAL EDUCATION: The Department of Youth
Affairs & Sports, Govt. of Manipur has been implementing compulsory Physical
Education Programme in the Educational Institutions by deputing Physical Education
Teachers. Besides imparting knowledge in Health & Physical Education and Sports,
the following programmes are also taken up to achieve the concept of integration of
Sports and Education.
a). Mass Physical Fitness activities Programme (Popularly known as Bharatiyam )
The objective of this programme is to create physical fitness awareness amongst
the student’s community. This programme has been taken up at all levels i,e, School
, District and State with an aim to involve maximum nos. of students . School and
District level Bharatiyam training and competition programme were held regularly.
The Department has so far trained 13,000 students under the scheme. School level
Bharatiyam training programme for the current year was conducted at 2 (two)
centers in each District and Sub-Divisional Headquarters during the month of
November/December, 2015. The State Level BharatiyamCompetition, 2015-16 will be
held at Indoor Stadium, Khuman Lampak Sports Complex, Imphal sometime during
February, 2016.The targeted number of students to be involved in the State Level
Bharatiyam Competitions, 2015-16 is 550.
b). Training programmes in Indigenous games: The Department is also planning to
organize short term residential training courses in Kang/Mukna and Yoga for
students at Indoor Stadium and Kangshang respectively as a regular programme to
promote Indigenous games and Yoga which are included in school curricula. The
Department is proposing to organize these programmes during the month of
February, 2016.
c). 30 Days Training Programme for in-service PET(s) in Bharatiyam : The Main
objective of the training programme is to train the in-service PET(s) in various
Bharatiyam elements so as to enable them to impart training to the students. It may
be mentioned that the scheme of Bharatiyam was launched by the Sports Authority
of India during 1980 with the objective of making the students physically and
mentally fit. The Department is proposing to organize these programmes during the
month of February, 2016.
4. INFRASTRUCTURE:
The Department of Youth Affairs & Sports has been taking up
construction/development works of sports infrastructures to provide standard sports
infrastructures to the talented sportspersons of the state. Since 2008,theDeptt. has
been constructing the following District Sports Complexes under SPA & NLCPR.
SPA: 1. District Sports Complex, Thoubal
2. District Sports Complex, Chandel
3. District Sports Complex, Senapati
4. Regional Water Sports Complex at Takmu.
5. Multipurpose Sports Complex at Jiribam
6. Cricket Stadium at Luwangshangbam, Imphal East District
NLCPR: 1. District Sports Complex,Ukhrul
2. District Complex, Tamenglong
3. District Sports Complex, Bishnupur
4. District Complex, Churachandpur.
5. NATIONAL SPORTS ACADEMY Background:The National Sports Academy was established in the year 2007 under
the special package of the Hon’ble Prime Minister of India. The Ministry of
DoNER, Government of India has developed infrastructures viz ; School building
Hostels,Indoor Hall, Administrative building and staff quarters. However,
recurring expenditures on payment of salaries to contract employees, sports
equipments, mess fees, uniforms and text books are met from the Grant-in-aid
provided by the Department of Youth Affairs & Sports, Government of Manipur.
The NEC has also provided financial assistance to the tune of Rs. 36.00 lakhs
only towards meeting for mess fees etc.
Aim :The primary aim and objective of the National Sports Academy is to groom
young sports talents of the Country through scientific training into World class
sportspersons in 6 (six) identified sports disciplines viz; Archery, Boxing, Judo,
Taekwondo, Weightlifting and Wrestling. The Academy admits students in class
VI. The admission is made strictly in order of merit on the basis of selection test
held every year. The admitted students are provided free board & lodging,
uniforms, sports equipments, text books and sports kits.
Achievement: The objective of the National Sports Academy being nurturing of
young sports talents, students are given intensive daily training in the identified
sports disciplines in 2 (two) sessions in addition to their normal academic
activities. The Academy has so far bagged one Bronze Medal in the Asian Jr. Judo
Championship held at Chinese Taipei in the year 2012. Till November, 2015, the
Academy has produced 52 Medalist in the National Level Championship. Details
