Framework agreementA framework agreement for prepaid cards, led by NEPO (the North East Procurement Organisation) has been awarded to allpay Limited. It is available nationally to local authorities and other parts of the public sector through the Pro5 Group. At a time of increasing cost pressures, the framework provides a legally sound and cost effective procurement route to achieve swift implementation of new services.

The Prepaid MasterCard® Card from allpay enables you to achieve more control over the distribution of funds, moving away from costly cash, cheques and vouchers. This new cost-effective payment solution will modernise your payment methods and processes, allowing your customers to receive electronic payments directly onto their own personalised allpay Prepaid MasterCard® Card*.
Card holders then have freedom to withdraw cash from an ATM or shop wherever they see the MasterCard® Acceptance Mark.
allpay makes the card simple and quick for you to set up and use through a fully web-based card management system. This means you will have no major IT system development to get up and running. You order your customers’ cards via the web and load their funds directly onto their personalised cards. You can also cancel or stop cards and make amends to customer details. Together with the provision of a full audit trail, this means you’re in complete control.

About NEPO...Established in 1976, the North East Procurement Organisation (NEPO) undertakes high-value procurement in major strategic areas of spend (such as social care) on behalf of the twelve north east local authorities and a range of associate members.
NEPO’s primary objective is to deliver significant savings to the north east public sector through collaborative procurement.
In 2012 NEPO awarded its prepaid cards contract to allpay making it possible for local authorities and other public bodies to manage and monitor cash disbursements whilst helping to improve processes and reduce costs.

WELCOME TO YOUR PREPAID CARDThe allpay Prepaid MasterCard® card is provided to you as a simple and convenient way of paying for business expenses. Funds are simply loaded onto the card by the company and then you can use it in the normal course of business.
HOW TO ACTIVATE YOUR CARD
STEP 1Sign the reverse of your card and then call Customer Services 0844 557 8317 and select the option to activate your card. Your activation code is located at the top of this letter.
STEP 2Once your card has been activated you will be given your 4 digit PIN number. Please ensure that you remember your PIN and keep it safe. You will need your PIN to make card purchases in shops and trade outlets, and to withdraw cash from ATMs.
By activating your card you accept the terms and conditions on the reverse of this letter.
USING YOUR CARDThis card can be used anywhere displaying the MasterCard® Acceptance Mark. You can withdraw up to £250 a day from an ATM. You can check your balance by:
• Visiting www.allpay.net/allpaycard• Texting “Balance” & your account number from a registered mobile phone to 81025• Calling Customer Services 0844 557 8317
When funds are loaded you will receive a text message, provided your mobile phone has been registered.
TERMS AND CONDITIONSPlease keep your card safe. The e-money loaded onto your card should be treated just like the cash in your wallet. The full terms and conditions are on the reverse of this letter, please read through carefully. Charges will be made in accordance with the Fees section on the reverse of this letter.
In the event of loss or theft of the card, you are responsible for reporting this as soon as possible by calling Customer Services on 0844 557 8317 and selecting the Lost & Stolen option. As soon as this is done, your card will be immediately blocked, protecting you from unauthorised usage. Any withdrawals or purchases made before the card is reported lost or stolen will be charged to your account.
It is extremely important that you read and familiarise yourself with the full terms and conditions on the reverse of this letter. If you experience any problems activating or using your card, please call Customer Services 0844 557 8317.

At Gentoo, we are committed to tackling financial exclusion through a range of successful initiatives. Opening up access to online services and other ways for our customers to save money is really important to us. allpay’s prepaid cards will allow our customers, who don’t have the luxury of bank accounts, to receive payments without having to take cheques to places that charge high rates for cashing them.
We decided to pilot the scheme following consultation with our Income Management Customer Focus Group and because of its complementary fit with our overall financial inclusion agenda. It is a step forward, utilising modern technology to enable the move away from having to carry money and paying small amounts of petty cash to large groups of people, whilst also streamlining and improving the services we offer to our customers.
If this pilot is successful, in the future this product could also be an ideal replacement for cash and cheque transactions across Gentoo, saving us both time and money. There may be options for it to be used in various guises across the group from making payments to customers and staff when attending conferences and events.
