Thank you for your letter of 4 October 2011 regarding the collection of young people's data

as part of Activity Agreements.

As you know, Activity Agreements were piloted in 10 Local Authority areas across Scotland

between June 2009 and March 2011. In order to assess the successfulness of Activity

Agreements, an evaluation was commissioned in October 2010. This was a short term piece

of work to look at each of the pilots and how they developed Activity Agreements and where

the areas of best practice were emerging. Prior to this work, the pilot areas were issued with

a framework which contained what information was likely to be needed for this. This was

issued in January 2010. For some of the areas, this was difficult as they had a mainly paper-based system or hadn't colleCted data consistently prior to this date. This gave some

variations in the data that Blake Stevenson was able to collect. The evaluationrecommendation seeks to rectify this by suggesting that Local Partnerships have more

guidance on data collection requirements.

We endorse this recommendation and are encouraging partnership to return information on

young peoples outcomes directly to us on a quarterly basis. This is a short-term exercise

which is two-fold: firstly to encourage partnerships to develop capacity for data collection at a

local level and also to collate a picture of participation at a national level.

In the coming year, we hope to be able to extract much of this data through Skills

Development Scotland. Wider work on data collection is currently ongoing with localpartnerships to ensure they are collecting robust data and that this is being shared for all

possible provision that a young person can undertake.

Importantly, this work includes encouraging responsibilities for key points of this data

collection to be identified to ensure that young people are not lost at key transition points.
