• To inform the public and responsible agencies about the project

• To inform the public about the environmental review process

• To solicit input on the scope of the environmental issues and alternatives to be addressed in the Draft Environmental Impact Report (EIR) - scoping comments inform the scope and nature of the CEQA environmental analysis

Purpose of Meeting

Project Need:

•Existing motor vehicle emissions testing and research facility in El Monte is too small/no longer meets ARB’s programmatic needs

Purpose:

•Relocate and build a new state-of-the-art testing and research facility to meet current and future federal air quality mandates

Project Need & Purpose

• World-class facility to support motor vehicle emissions standards development, implementation, and enforcement

• National and international center for air pollution and climate change research

• Support agency initiatives (e.g., freight)

• Promote/support zero emission vehicles

• Provide secure and pleasant workplace

• Incorporate sustainability/energy efficiency goals

Per Public Resources Code Section 21000 et seq., in CEQA, and the CEQA Guidelines:

• Disclose the potential effects of the proposed project and alternatives, and identify measures to reduce, avoid, and minimize those effects

• Consider a reasonable range of alternatives

• Provide opportunity for public participation in the planning and decision-making process

• Ensure that decision makers have a solid basis to make a decision
