• Completion of main roads (inner and outer ring road system)

Bicycle Policy• Bicycle Policy Audit BYPAD involved:

- Municipality (diff. departments)- Politicians from all parties- NGOs

• BYPAD working group discussed an „Action Plan for Cycling Promotion“

• Permanent working group „Fahrradforum“ was installed (municipality, politicians, NGOs, PT company, police)

•Modal split of cycling increased from 12 % to 20,1 % in 5 years

•Nobody knows exactly why

Factors of success• Cooperation of regional partners:

municipality, cycling association, public transport company

• Focus on communication

• Involvement of politicians

• Partners and persons with high motivation

• International cooperation for inspiration and motivation

• Spent money: ~ 200.000 EUR in total within 3 years

• Be creative! Try yourself!

Lessons learned• It‘s good and important to have indicators for success.

• To learn more about the factors of success a detailed evaluation is necessary.

• The consequence: Evaluation is a main topic in our next project:
