ContextDFID budget is increasing 12% pa Consensus around the Managing for Development Results Agenda Creates expectations So how can we help policy colleagues be more evidenced based? The stupid things that test us - Updates - not adequately referencedLack of metadataShort lead in times country dialogue with centre - whos data to use
What would make us more effective ?
Page *
ContextProgrammes in almost 70 countriesOver 500 advisory staff 10 disciplinesPosting 2 to 4 yearsManaging knowledge is difficult in generalManaging knowledge about data
Got to be a better way
better use of better statistics
Page *
Page *
Looking for at expense of looking atAccessAll the data in a single space(WDI, UN, Country, DAC)Metadata means to hold/captureIdeally up to the minute - available on day producedOther stuff - capturing the knowledge - referencing
CommunicationTools to make the messages easy and quick to absorb Automating routine reports properly cited
Page *
Portal for Development IndicatorsPrototypeHow feasible is it to have different data in the same space? Is it useful?Approached from two frontscontent - tested using indicators from different sources - not comprehensivefunction - capturing the knowledge, additional graph and map featuresUsed DevInfo for convenience
Page *
If this was easy it would have been done already
Issues around standards, definitions, classifications Content managementgetting stuff inhandling revisionsownership / stewardshipIdeally not just indicators - distributions, microdata, project data, expenditure data, outputs

Questions
Are these problems recognisable? shared?Have you found clever ways around it?Would something like this be useful? What else would be on the wish list?Should we go ahead and build?

Expected benefitsBetter and more timely data analysis for policy and country officesMore comprehensive analyses, using international data in conjunction with e.g. DFID expenditure;Time saving in data extraction and presentation;Easy and appropriate use by less-informed users including an enhanced awareness of the quality of the data for the end-user.Help resolve discrepancies between data sources;Coherence of the data used across DFIDInformation about the data known to selected individuals is not lost. Autotmation of routine processes and reports

RW,TZ, ZA: recent progress faster than South Africa and Malawi
MLW: enormous progress since 1990, but slowed down and possible reversal since 2000, hence the 'sligthly off track' result

ETH & MOZ had some of the lowest rates in 1990 yet are on track to reach 100% by 2015
Although their 1990 position is unknown, recent progress in TAN, RWA, ZAM yields an 'on track' assessment
Malawi data show huge progress, but with a reversal since 2000. Hence the 'off track' results: on current trends, the target would be missed

1990 starting point 2015 targetcurrent position: on track slightly off track seriously off track

African PSA countriesNote traffic lights are based on intermediate data
Ethiopia and Mozambique have some of the lowest rates in 1990 yet are on track to reach 100% by 2015
Tanzania, Rwanda and Zambia have no 1990 baseline data but recent progress puts them on track
Malawi has shown huge progress in the data, BUT with a reversal of progress since 2000 produces an OFF TRACK on CURRENT trends suggesting the target will be missed . EXPAND .In a map this looks like this note sash across Africa of where we dont know what is happening
Talk about what we dont know (greys below) and why (lack of data, not supported) and need to do something about this to help achieve the MDGs . To access the DevInfo database, first click on the Indicator button to select indicators. This screen shows indicators organized by the MDGs.
