4 What is MCEDT?
What is MCEDT?MOHLTC is moving away from the dial‐up EDT modem
method of sending and receiving submission files, to a web
service called Medical Claims Electronic Data Transfer
(MCEDT). The EDT method is expected to be supported
until December 2014.
ABELMed has been configured to automatically upload
and download your MOHLTC submission files and reports
from the MCEDT website.
Step 1 - Register for MCEDT Providers must register with for MCEDT and receive their
GO Secure credentials (User ID and password). To find out
how to register, call the MOHLTC Service Support Contact
Centre (SSCC) at 1‐800‐262‐6524.
Step 2 - Set Up Providers to Use EDT/MCEDTBefore you can set up an EDT or MCEDT account for a
provider, you must indicate on their record that they want
to use EDT/MCEDT to send their submission files to
MOHLTC.
To Set Up a Provider:
1 On the Setup menu, click File Update and choose
Providers.
The Provider File Update window appears.
2 Click on the applicable Provider in the list.
3 Make sure you type ʺYʺ in the EDT (Y/N) field to
indicate the provider will be submitting submission
files using EDT or MCEDT.
4 Click OK.

Step 3 - Set Up an MCEDT AccountYou can setup multiple MCEDT accounts in ABELMed,
either for individual Providers or groups of Providers.
To Setup an MCEDT Account:
1 Click Setup and choose EDT Setup.
The EDT/HCV Setup dialog appears displaying the
following in the EDT Accounts table:
• All “Groups” created and assigned to Providers on
the Provider File Update screen.
• All “Providers” with an MCEDT number and the
EDT (Y/N) option set to ʺYesʺ on the Provider File
Update screen will be automatically listed.
Set Up a Provider’s MCEDT Account1 Click the MCEDT check box.
2 Click on the Provider you are setting up.
3 If the Provider has an existing EDT account, delete
their Login ID and Password.

4 Type the Provider ’s GO Secure Login ID and
Password. See “Step 1 ‐ Register for MCEDT” on
page 4.
IMPORTANT: Providers will be required to log on to the
Go Secure account and change their password every 120
days. Their new password must be entered here on the
EDT/HCV window as well, otherwise, you will receive
authentication errors when connecting to MCEDT.
Set up a Group’s MCEDT Account1 Click on the group you are setting up.
Groups are created and
assigned to Providers on
the Provider File
Update screen.
2 Click the MCEDT check box.
3 Click the down‐arrow in the MOH ID and Name
column and do one of the following:
• Select the MOH id number for the group, OR
• Select the provider who has MCEDT credentials for
the group.

4 Type the group or provider ’s Go Secure Login ID and
Password.
If there are multiple providers assigned to one Login
ID, you do not have to type the same Password over
and over again. Instead, begin typing the password and
it will appear at the same time in the other Providerʹs
Password column at the same time.
Step 4 - Select the OBEC/HCV Provider To run Overnight Batch Eligibility Checks (OBEC) and
Health Card Validations (HCV), you must select the
Provider whose GoSecure account your practice will use
for transmitting OBEC and HCV data.
To Assign the OBEC/HCV Account:
1 Click the down‐arrow in the OBEC/HCV Account list
box and select the Provider whose GoSecure account
will be used by your practice for OBEC and Health
Card validations..

8 Step 5 - Mark Fi les for Download
Step 5 - Mark Files for DownloadBefore a Provider or Group sends and receives files from
MCEDT for the first time, a list of all downloadable files
currently in their inbox will be retrieved and displayed,
including those that may have already been downloaded.
Since it is unlikely that they will want to receive all of the
files, they can go through the list and mark only those they
want to download.
To Mark Files for Download:
On the EDT/HCV Setup dialog, click the Setup button
in the File Listing column. The MCEDT Server File
Listing window appears and
The system will begin retrieving the list of files.

Once done, the files will appear in the list and the word
“Success” will be shown in the upper‐left corner.
1 All reports listed with a status of “Downloadable” that
are less than two weeks old (one month for RA
reports) will be automatically marked for
downloading.
However, keep in mind the following:
a. If there are files that have been automatically
marked that you donʹt want to download,
uncheck the box in the Download column. For
example, you may not want to mark those that
you’ve already downloaded, such as the current
RA report.
b. If there are files not marked for downloading,
and you want to download them, check the box
in the Download column.
2 Once your satisfied with your selections, click Save.
The EDT/HCV Setup window reappears.

10 Step 6 - Send and Receive Fi les Via MCEDT
3 Notice that the Setup button in the File Listing column
has changed to Show. Use this button to view and
download a Providers MCEDT files. See page 11.
The next step is to send and receive your files,
including those you marked for downloading.
Step 6 - Send and Receive Files Via MCEDT 1 Click the Submissions menu and choose EDT > Send
and Receive Files.
If there are providers who have files to be submitted or
retrieved by MCEDT, the Medical Claims EDT window
will appear.
ABELMed will begin submitting your claim and OBEC
files. Once done, it will begin downloading the files
you marked in Step 4.
2 Once the transmission is complete, click Close.

Step 7 - View and Download a Provider’s MCEDT Files
Providers and groups who have Go Secure accounts and
have been set up to use MCEDT can do the following
directly from within ABELMed:
• View a history of their file submissions and downloads
to and from MCEDT.
• Download individual files that were previously
skipped, or those they want to download again. For
example, if the printer failed when printing a report,
they could download the file and reprint it.
To View and Download a Provider’s MCEDT Files:
1 Click Setup < EDT Setup.
2 Click Show in the File Listing column beside the
Provider or Group you want to view.
The MCEDT Server File Listing window appears.

3 The system will begin retrieving a list of the files in
your MCEDT inbox for the past year.
This may take a few minutes. Once done, the word
“Success” will be shown in the upper left corner.
Important: If you receive an “Authentication
Error” check with the Provider to see if they
have changed their Go Secure password recently.
If so, their new password must be entered in the
EDT/MCEDT Setup window in ABELMed. See
“Set Up a Provider’s MCEDT Account” on
page 5
4 The Downloaded column will show either:
• The date a file was downloaded, or
• “Skip” if you chose not to download the file during
Setup. See “Step 5 ‐ Mark Files for Download” on
page 8
5 To download a skipped file, or a previously
downloaded file, click on the file and then click the
Download File button.

The file will be placed in your
ABELMed\DATA\Download folder.
6 To see a Providerʹs upload history to their MCEDT
inbox over the past year, click the Show Uploaded File
check box.
All uploaded files are added to the list as shown in the
example below.
7 Click Close to exit.
