The United states was
divided, into the union and the
confederacy. The union being
slave free and confederacy pro-
slavery
In 1861 the liberal Benito Juarez became
president.
He was obligated to pay the debts Mexico
had with France, Britain, and Spain.
Britain was officially
neutral. But high officials
liked the confederacy
while the public liked the union.
Britain and Spain negotiated with
Mexico, but France ruled by Napoleon III decided to use the opportunity to take over Mexican territory in 1861.
