The Canara Bank Officers’ Association which is affectionately called by everyone as CBOA, was started in 1966 and completed five decades in serving the Officers’ community.
OnOn behalf of CBOA, the ultimate hope of Officers’ Community, I have great pleasure in appreciating, congratulating, felicitating, greeting & welcoming you on your elevation as an Officer.

THE CANARA BANK OFFICERS' ASSOCIATION (CBOA) is in existence since 1966 and is the only Recognized Association representing Officers. Nearly 30000 Officers upto Scale III and 1500 Executives all over India have enrolled themselves as members of this Great Organisation, THE CANARA BANK OFFICERS’ ASSOCIATION.
IT IS THE CBOA that is affiliated to AIBOC, the largest National Organisation of Officers with absolute majority in Banks and representing 95% of the Officers in the Banking Industry. It is the second largest Association in AIBOC.
IT IS THE CBOA that holds periodical Joint Conferences with the Bank Management to lay down policies on promotion, transfers and other service matters of interest concerning the Officers community. It has successfully completed more than 200 Joint Conferences with the Bank.
IT IS THE CBOA that has no political alignment
IT IS THE CBOA that has a Service Unit called ‘CANPAL’ for serving the society & our Bank.
IT IS THE CBOA that has sponsored and created a Thrift Society at Chennai and a Welfare Fund at Mumbai, granting death relief to members besides assistance to its members on Hospitalisation.
IT IS THE CBOA, that has been publishing “FRIEND & GUIDE”, "LIGHT CIRCLE” “Empower”, “Canpal Diary”, Promotion Study Materials and systematic coaching classes / mock interview sessions at all the important centres all over India for the benefit of members / non-members.
Y(our) CBOA has completed 5 decades of its existence and the Golden Jubilee of our CBOA was celebrated throughout the country in 2016. It continues its unending crusade for securing more lasting facilities for all the Officers in Canara Bank.

CBOA WELFARE SCHEMES BENEVOLENT FUND
The CBOA has formulated a Scheme to extend financial help to the family members of an Officer who dies in harness and also to involve the members in creating a ‘corpus’ in order to give a reasonable amount to the dependents of the deceased members.
Every member shall pay a sum of Rs.175.00 (Rupees one hundred and seventy five only) per month as ‘Contribution to the Fund’. In the case of ‘death in harness’ of a member a sum of Rs.9,50,000.00 (Rupees Nine lakhs and fifty thousand only) shall be paid to the nominee/s of the member from the corpus of the Fund.
DEATH RELIEF SCHEME
Under this scheme, an amount of Rs.50,000.00 is being paid to the spouse or in their absence to 1st Son / Daughter of the member who died in harness.
HOSPITALISATION SCHEME
In case of major operation or hospitalization for a long duration, an amount not exceeding Rs.2,00,000.00 (Two lakh only) shall be reimbursed under this scheme to a member on account of hospitalisation of self, spouse and children which is disallowed by Medical Expenses of the Bank.

Rs.5000.00 shall be given to all the officers, who is our member for less than three years, retiring on superannuation.
Rs.10000.00 shall be given to all the officers, who is our member for upto five years, retiring on superannuation.

CANBHANDHAN A Suitable momento worth Rs.5000.00 shall be given to Canbhandhan couples provided both are our members. A Marriage momento of Rs.1000.00 if only one of the couples is our member.

UNPARALLEL ACHIEVEMENTS OF CBOA
New Furniture Scheme : Because of the efforts taken by CBOA, the new Furniture Scheme has been introduced for providing furniture / fixtures to the Officers during 2013.
Introduction of ‘Policy on Staff Accountability’ to safe guard Officers: The ‘Policy on Staff Accountability’ has been made only in our Bank in the entire industry. The entire credit goes to our beloved organization ‘CBOA’. The main aim of the Accountability policy is not to discourage exercise of initiative and decision making.
Informing the Annual Confidential Assessment Report (APAR) rating: Due to the efforts taken by CBOA & AIBOC, the APAR rating will not be confidential and it will be informed to individual officers from 2013 onwards.
Enhancement in limit & relaxations in eligibility norms etc in Employees’ Housing Loan scheme
Realistic Revision in Rental Ceiling for quarters during 2015 and again takenup for further revision during the recently held Joint conference on 25.06.2019 and is under consideration of Bank.
Increase in limit & relaxations in eligibility norms etc in Employees’ Car Loan and Employees’ Two Wheeler Loan:
Upward revision in reimbursement of monthly conveyance expenses (HO Cir 96/2012): Till 28.02.2012, the P Os got reimbursed of conveyance expenses upto Rs 100 p.m. for Metro & Rs 75/- p.m. for other places respectively. We took the matter in the Joint Conference and made the limit as Rs 1000/- p.m. for Metro / Area I & Rs 800/- p.m. for other areas. Further, the confirmed Officers were earlier eligible for reimbursement of lump sum only till crossing the Basic Pay of Rs 31,705/-. Now, our organisation has helped the Probationary Officers to get fuel reimbursement at petrol limits (instead of lump sum) w.e.f. 01.03.2012 immediately after their confirmation without crossing the Basic Pay of Rs 31,705/-

Revision in LFC Encashment amount: In response to our request, the LFC encashment amount has been revised as mentioned below on account of revision in Railway Fare:- For Scale I / II / III Rs 8,720/- per person and for Scale IV / V / VI / VII Rs 17,400/- Per person
Revision in reimbursement of JAIIB/CAIIB exam fees: The Bank has acceded to our demand and the reimbursement of JAIIB/CAIIB Exam Fees (50%) and cost of study materials (100%) are revised as under: JAIIB: Exam Fees – Rs.1349, Study Materials- Rs.1265 (Hindi), Rs.1095 (English) CAIIB: Exam Fees – Rs.1517, Study Materials- Rs.1200- Rs.1350 The above will be reimbursed for those who pass JAIIB / CAIIB examinations in consecutive 2 attempts.
Accessing Cannet from home through internet (HO Cir 289/2015): We have demanded for the facility of accessing Cannet & HRMS from home through internet. Now, our Bank has permitted the Officer employees to access Cannet from home through internet.
Visiting Card Facility: The Bank has introduced Visiting Card facility to all Scale I Officers upto 200 cards per year, in addition to the Officials who are provided with Visiting Cards as per the existing norms.
Providing Brief Case / Leather Bag to Officers: Once in five years, the Officers are eligible for getting reimbursement of expenses for buying Brief Case / Leather Bag as follows: For Confirmed Scale I = Rs 1,500; For Confirmed Scale II & III = Rs 2,000
Flat Maintenance Expenses: Reimbursement of expenses towards regular maintenance charges within the overall rental ceiling permissible to officers in Scale I, II & III in case they are taking the flats on rent w.e.f. 12.7.2016.

BRIEF HISTORY OF CBOA
THE FORMATION OF OFFICERS’ CLUB IN 1966: A group of Officers in Mumbai (Then
Bombay) came together and had series of Meetings to work out a plan. In the initial stages,
the Officers working at Mumbai came together and formed the Officers' Club in 1966.
REGISTRATION OF CBOA IN 1970: The Canara Bank Officers' Association was registered
under Trade Union Act,1926 in February,1970.
RECOGNITION BY THE MANAGEMENT: Our CBOA was recognised by the Management in
the year 1970
GOLDEN JUBILEE CELEBRATIONS (1966 -2016): Our CBOA’s Golden Jubilee was celebrated
from January 2016 at Ten Zones throughout the country.
Opening of CBOA’s Guest Houses: In commemoration of our Golden Jubilee, our CBOA
takes efforts to open our own Guest Houses at all important centres in the country besides
our Guest Houses already at Chennai, Kolkata & Trivandrum. CBOA’s Guest houses are
opened at Coimbatore, Amritsar, Gulbarga, Rameswaram and Chandigarh
Joint Conferences: Our CBOA has successfully completed more than 200 Joint Conferences with the Management and achieved lot of benefits for the Officers community.
CBOA INITATIVES
CBOA’S UNIQUE WAY TO MOTIVATE THE PROMOTION ASPIRANTS Our CBOA conducts coaching classes all over the country for all the promotion aspiring Workmen & Officer Employees irrespective of their cadre and affiliation. Further, CBOA prepares & uploads study materials in our CBOA’s website for all promotions, develops & introduces Online Model Test, conducts mock interviews, contacts the promotion aspirants & motivate them to take up higher responsibilities. Besides this, in order to recognize and reward the toppers in the promotion test, Commendation letters and Cash Awards for All India Topper = Rs.25,000.00 & Circle Topper = Rs.10,000.00 are being given to them at the initiative of our beloved General Secretary Sri G V Manimaran.
CANPAL Helping hands never hesitate to stretch beyond boundaries – A voluntary forum consisting of serving & retired Officers, has been formed by our CBOA with the objective of dedicating ourselves to our beloved Bank and society.
THINK TANK Lot of young boys and girls are in our Bank throughout the country whose talents are very vital for the growth of the Bank and development of the organisation. These youth love to work for the organisation. As such, a platform is provided to them called “CBOA THINK TANK” under which they can pool their talent and work for the organisation.
HELP TANK It’s amazing to experience that there is a helping hand, a one point contact that is always available to extend help in answering all our queries. Currently our organisation having majority of officers as new recruits, the need of the hour is to get equipped with knowledge to execute out duties effectively. We are fortunate that during our time this facility is being initiated by (y)our CBOA. BE POSITIVE BLOOD DONORS GROUP – the CANPAL initiates action towards this objective as an expression of commitment to Social cause.
CANBANDHAN A beautiful life does not happen, it is built. As CANPAL, never hesitate to stretch its hands beyond boundaries, now it has stretched to create the bonds of life. Our new avenue CANPAL MATRIMONIAL, the “CANBANDHAN”.
COUNSELLING CONSULES The response to our proposal of organising COUNSELLING CENTRES is immense and it has encouraged us to formalise the structure of such centres in the interest of our officers undergoing untold stress. The counsellors are identified volunteers from among the retired / serving executives, retired officers and Office bearers of the CBOA. The names and the details of the counsellors for both the residential and online counselling will be made available through our CBOA website and will be updated on receipt of willingness from such volunteers periodically.
YOUTH CONCLAVES: It is the CBOA conducting YOUTH CONCLAVES in order to give due share in the governance of the ASSOCIATION.
LEADERSHIP DEVELOPMENT AND DEFENCE WORKSHOP:
In order to develop the youngsters who are going to shoulder the Bank as well as our Organisation in the days to come, Leadership Development and Defence Workshop are being conducted throughout the country for the Officers below 35 years old.
CBOA'S GESTURE WHEN OUR COUNTRY WITNESSED UNFORESEEN CALAMITIES KERALA FLOOD: CBOA donated Rs.500000.00 from CBOA Disaster Relief Fund. CBOA released another ₹ 6 lacs (Rs.75000.00 each to every flood effected districts) to help the Kerala flood victims. PULWAMA ATTACK: CBOA have donated Rs.50000.00 each to all the Pulwama Matyrs family. ODHISSA CYCLONE – FANI: CBOA released an amount of Rs.5.00 lakhs to CBOA Bhubaeswar unit for directly helping the fani vistims of Bhubaneswar. ASSAM FLOOD: CBOA released an amount of Rs.5.00 lakhs to CBOA Assam unit for directly helping the flood vistims of Assam. BIHAR FLOOD: CBOA released an amount of Rs.5.00 lakhs to CBOA Bihar unit for directly helping the flood vistims of Bihar.

Automatic Movement & Stagnation increment
Officers in Scale-I, 1 year after reaching the maximum in their respective scale, shall be granted further increments including stagnation increment(s) in the next higher scale subject to their crossing the efficiency bar as per guidelines of the Government.
Stagnation increments are payable on completion of 3 years after reaching the maximum in Scale - II

Annual Increment Increment accrues on an annual basis and shall be granted every year on the date mentioned in the Promotion proceedings.

Incentive / Increment for passing JAIIB & CAIIB after becoming an Officer
One additional increment for passing JAIIB examination and one additional increment for passing CAIIB examination are being granted in the scale of pay to the Officer Employees from the date of declaration of results.
The employees successfully complete JAIIB / CAIIB examinations within two consecutive attempts, shall be eligible for reimbursement of 50 % examination fee and also cost of study kit.

Promotee Officers are eligible for all types of leave as entitled in Workmen cadre.

It can be availed by giving 15 days’ notice
It can be accumulated upto 270 days. But, upto 240 days PL only can be encashed
Carry over of accumulated Leave:
On promotion from Clerical to Officers cadre, accumulated leave of all categories as on the date of promotion will be permitted to be carried over.
Special aspects:
CL cannot be availed for more than 4 days at a time. However, there is no restriction as regards the total period of absence inclusive of public and weekly holidays.
The Unavailed casual leave up to the end of immediately preceding calendar year in which they were promoted shall not lapse and it can be availed by the Promote Officer at any time till retirement.
The Unavailed Casual Leave in any year in Officer cadre, has to be availed in the following 3 years or else it will be lapsed.
Shifting charges / Packing expenses
Promotee officers are eligible for shifting charges / Packing expenses of Rs.15,000.00 on declaration basis towards packing / loading / unloading / local transportation / transit insurance etc in connection with transfer.

Eligible for reimbursement of 80% of Cost of two dailies on declaration basis during Probationary period.

Business Development Expenses
The Promotee Officers are eligible for reimbursement of BDE for full limit during their probationary period.

The Promotee Officers are eligible for Festival Advance.
Festival advance limit is one month gross salary.
Repayable in 12 equal monthly instalments.

It is being reimbursed every month to the Officer employees residing in Bank owned quarters / Bank Leased quarters / Personal leased quarters / own house

Hospitalisation Expenses - New Medical Insurance Scheme
• The Scheme Covers Employee + Spouse + Dependent Children + 2 dependent Parents /parents-in-law.
• No age limit for dependent children/ parents but their monthly income does not exceed Rs. 10,000/- per month
• Sum assured for Officers: Rs 4.00 lacs per annum
Half yearly closing Allowance
An officer employee if posted at a branch where books are closed on 31st Mar & 30th Sep, Closing allowance of Rs.250.00 for each of the two closings
Split Duty Allowance Rs.200.00 per month w.e.f. 01.11.2012
Providing Brief Case / Leather Bag to Officers
Once in five years, the Officers are eligible for getting reimbursement of expenses
for buying Brief Case / Leather Bag as follows:

• The Promotee Officers are eligible to avail the Furniture facility during
the Probationary Period.
• The limit for Scale I is Rupees one lakh and fifty thousand
• Subsequent eligibility will be after 10 years
New pension scheme The Officers who joined the services of the Bank on or after 1st April 2010, shall contribute 10% of pay and Dearness Allowance towards the Defined contributory Pension Scheme and Bank shall make a matching contribution.
Facility of Visiting Card
All the Scale I Officers are eligible for the facility of Visiting Card vide HO Cir 296/2016 dated 18.05.16
LFC
LFC Block shall be a block of 4 years. LFC block of 4 years is divided into 2 sub-blocks of two years each. An Officer may avail each Sub-block of 2 years to visit Native Place / Home-town / Place of domicile (in lieu of Native Place) or One Sub-block to visit Native Place / Home- town and another sub-block to visit any place in India, by shortest route.
Encashment of LFC is permissible for the sub block which is meant to visit any place in India
LFC can be availed without availing any leave
Eligible mode: AC 2 tier by train. Permitted to travel by any mode but reimbursement shall be subject to entitlement by eligible mode by the shortest route
Commencement of LFC block in the case of promotee Officers: i) The 4 year LFC block in Officer's cadre will commence after the expiry
of the current LFC block i.e. the block which has commenced before the date of promotion to Officer's cadre and the same has already been availed as a workmen employee.
ii) Where the promotee Officer has not availed LFC for the current block, which commenced before the date of promotion to Officer Cadre, has the following two options:
1. The Officer may avail LFC for the current block under workmen's
entitlement i.e. as applicable to a workmen employee for all purposes viz., LFC block, entitlement etc.,
or 2. The Officer may surrender the current LFC block as a workmen
employee and avail of the entitlement as an Officer employee. In such an event the four-year block of LFC in the Officer's cadre will commence from the date of promotion to Officer's cadre.

REGULATION 20(1): Statement of Assets & Liabilities has to be submitted at the time of first appointment. REGULATION 20(2): Return of Movable, Immovable & Valuable Property has to be submitted every year as on 31st March of that year to the bank before the 30th day of June of that year. REGULATION 20(3): Transaction (lease, mortgage, purchase, sale, gift or otherwise) concerning immovable property either in his/her own name or in the name of any member of his/her family has to be reported immediately. REGULATION 20(4): Transaction concerning movable/valuable property exceeding Rs 25,000/- has to be reported within 30 days The previous sanction of the competent authority shall be obtained if any such transaction is
a) with a person having official dealings with the officer employee or
b) otherwise that through a regular or reputed dealer
All the above reporting are to be made in HRMS package.

Clean DPN Loan / OD
Limit for Scale I Officer DPN : Rs.10.00 lacs (1.5 x gross salary x no. of year service) OD : Rs.2.00 lakhs ROI : 8% p.a. (Compounded monthly); Repayment : 10 years NTH : 25%; The Promotee Officer can avail the differential Limit of DPN.

STAFF WELFARE FUND (SWF)
Canara Bank Golden Jubilee Staff Welfare Fund started with the objective of Economic
social and moral advancement of the members and to encourage and help them to
develop habits of thrift, self help and better living.
All confirmed staff members of Canara Bank are eligible to become a member of the
Fund.
Loan Facility :
Quantum of Loan:
On completion of 1 year of Membership 3 months’ gross salary + 100% Deposit
On completion of 2 years of Membership 4 months’ gross salary + 100% Deposit
On completion of 2 and half years of
Membership with co obligation of another
member
6 months, gross salary
Repayment 30 instalments towards Principal & 5 instalments towards Interest
Rate of Interest 10% per annum compounded half yearly.
Renewal of loan After completion of 12 months of availing the earlier loan and
repayment of 12 instalments
Date of Meeting On 5th & 20th of every month
Death Relief : The Fund has got a scheme to pay Rs 50,000/- to assist the bereaved
family members of the member, who dies in harness. On receipt of communication
regarding death of the member, dying in harness, a sum of Rs.15,000/- will be released
by the Branches to the kith & kin of the deceased and raise a BAR on the Fund.
Free scholarship to the Children of the deceased employee : GJSWF extends free
scholarship facility to the Children of the deceased members. The Scholarship is available
to a maximum of 3 children for a continuous period of five academic years from the date
of death or till the year of superannuation of the members whichever is earlier.
Holiday Home facility at Bangalore : The members can stay at the Holiday Home
managed by GJSWF at 5/4-1, 10th Cross, Canara Bank Colony, Jayanagar III Block East,
Near LIC Colony, Bangalore 560011. 8 rooms & 4 suites are available. Rent – Rs.30/-
per day per room & Rs 60/- for suite

Login to HRMS >> Go to Self-service >> SWF >> Register for new membership,
Fill Nominee and IBA details,
Save and Submit, then take printout of application
Sign and send the signed application to SWF Section (Anil Kumar, Officer,
Overseas Banking Division, Canara Bank, Head Office, IO & JV Wing, 5th Floor,
112, J C Road, Bengaluru-560002) for membership approval.
