8 . 3 I N V E S T M E N T P A T T E R N

T h e m e t h o d o l o g y u s e d t o d e v e l o p t h e p r o j ec t i n v e s t m e n t p a t t e r n

was to treat investment in two phases. The first phase is

prepr oduct ion and the second production. The prepr oduct ion

phase includes engineering procuremen t and constr uction and

start-up. The product ion phase starts at the full attainmen t

of I00 percent product ion capa bilit y and extends for the

twenty-year project produc tion life. The rationale for this

meth odolo gy is that the sponsoring c ompany has no other income

to take advant age of the construc tion interest deductions.

If carried forward as an operating loss again st future income

signific ant investment tax credits would be lost. The most

advant ageous method of financing constru ction would then be

for the joint venture shar eholde rs to borrow the construct ion

funds and take the annual interes t expense as a deduct ion

against their income. The joint venture shareholde rs would

pass the tax savings to the proj ect through a lower effective

interest rate for the cons truct ion period. When the plant

reaches producti on the joint ventur e company will then

assume the long-term debt repayme nt and the joint venture

shareholde rs will retain the equity portion of the capital

structure.

Table 8-2 shows the capital expe nditur es and investment

pattern. The low interest equit y advance will be used fJr

detailed engineering and will be expended during 1981.

The expenditures are prorat ed on a 75 percent debt 25 percent
