Rear Admiral Hamid Hussain, SI(M)
Deputy Chief of the Naval Staff (Admin),
Cdre. Waqar Ahmed, SI(M) Director of
Works and Chief Engineer Navy along with
Lt. Crd Samiullah, Staff Officer to DW&CE
visited NESPAK House, Lahore on March
16, 2020 and held a meeting with Dr. Tahir
Masood, MD NESPAK and senior officials
of the company to discuss the prospects
of NESPAK's involvement in the
rehabilitation of road and other critical
works at the strategic assets of Pak. Navy
at Ormara Naval Base.
Dr. Tahir Masood
gave a detailed
briefing about
NESPAK's capability
with particular
emphasis in the
field of marine
works. He explained
various types of
studies required to
be carried out to
understand the
complex geological
conditions at the site and the way forward.
The MD NESPAK was assisted by senior
officials of NESPAK including Mr. Irfan Ul
Haq, GM/Head GT&GE Division, Mr.
Dawood Rana, GM/Head H&TE Division,
Mr. Farooq Sheikh, GM Karachi, Mr. Yawar
Saeed, GM GT &GE Division, Mr. M. Ilyas,
Sr. Advisor GT&GE and Mr. Sohail Kibria,
Head R&D.
The delegation of Pak. Navy expressed
confidence in NESPAK's professional
capability and asked the MD to prepare a
revised detailed TOR for the work to be
undertaken at Ormara. Rear Admiral Pak.
Navy also thanked MD NESPAK for his
detailed presentation. In the end, MD
NESPAK presented mementos to the
honorable guests.

along with Mr. Naveed Alam, CEO
WaterSprint Limited, Lahore, visited
NESPAK House, Lahore on January 31,
2020 and held a meeting with Dr. Tahir
Masood, MD NESPAK and senior officials
of the company. The purpose of the visit
was to explore potential collaboration with
GIZ on mutually agreed forthcoming
projects in Pakistan as well as in
Afghanistan particularly donor-funded
business opportunities in water sector.
At the meeting, MD NESPAK told the GIZ
officials that NESPAK has already been
providing consultancy services in the
Middle East, Central Asian states and
Africa and it was willing to collaborate with
Engr. Bahadur Shah, Vice Chairman/
Member Khyber Pakhtunkhwa, National
Electric Power Regulatory Authority
(NEPRA), visited NESPAK House, Lahore
on February 4, 2020. He was welcomed
by Dr. Tahir Masood Managing Director
NESPAK. Mr. Irfan Ul Haq, GM/Head
GT&GE Division, Mr. Ahmad Said,
GM/Head BD Division, Mr. Javed Munir,
GM/Head Water and Agriculture Division
and professionals from the P&M Division of
NESPAK were also present.
MD NESPAK introduced NESPAK
professionals to the NEPRA Vice Chairman
and gave a corporate presentation
highlighting NESPAK's achievements in
the energy sector.
On this occasion, MD NESPAK gave a
briefing to the NEPRA Chairman about
various ongoing projects in power sector
for which NESPAK has been providing
engineering consultancy services. MD
NESPAK also told NEPRA VC that a
NESPAK subsidiary Turkpak has got
registered in Turkey also and now it can
provide
engineering
consultancy
services in
Turkey.

A NESPAK delegation led by Dr. Tahir M.

Coordination Division and Mr. Amir Ashraf,
Sr. Advisor P&M Division, visited the head
office of the Lahore Chamber of
Commerce and Industry (LCCI) on
January 23, 2020.
The purpose of the visit was to brief
business community leadership about
NESPAK's role in the field of engineering
consultancy and its achievements as well
strengthening relations with the
businessmen for acquiring more business
for NESPAK.
The NESPAK delegation was welcomed by
Mr. Ali Hussam Asghar, Senior Vice
President and Mian Zahid Jawaid Ahmad,
Vice President along with other office-
bearers of the LCCI. The LCCI members
lauded NESPAK's role in the mega
projects of national importance. A close
liaison between NESPAK and LCCI was
stressed during the meeting.
On this occasion, Dr. Tahir M. Hayat gave
a presentation about the latest
development work on the Mohmand Dam
project. Later, Mr. Ahmad Said made a
corporate presentation about overall
working of NESPAK. The LCCI senior
office-bearers took keen interest in the
presentations and made a number of
queries about the dam and other projects
for which NESPAK has been providing
NESPAK delegation visits LCCI head office
engineering consultancy services. On this
occasion, LCCI Sr. VP offered to sign an
MoU with NESPAK to collaborate with the
latter in the fields of energy, IT, industry
and other relevant sectors. He also
assured NESPAK officials that LCCI will
introduce NESPAK to all its members and
will also take concerned NESPAK officials
on board in its energy and IT export
committees.
Mr. Don Ward, Managing Director Construction Excellence
(CE) International UK, visited NESPAK House, Lahore on
March 9, 2020. He attended a meeting with NESPAK
professionals including Mr. Imran Waheed, VP/Head
Construction Management Division, Mr. Shaukat Qadeer,
GM/Head Structural Engineering Division, Mr. Zubair,
GM/Head E&PHE Division, Mr. Ahmad Said, GM/Head BDD
and Mr. Dawood Rana, GM/Head H&TE Division.
Constructing Excellence is a platform set up to stimulate,
debate and drive much needed change in the construction
sector. It has been working to reform construction
technologies. The purpose of the visit was that the CE wanted
to work in Pakistan with leading engineering firms like
NESPAK. On this occasion, Mr. Ahmad Said gave a corporate
presentation to Mr. Don Ward.
Construction Excellence

passed away at the age of
98 on March 14, 2020 after
protracted illness. He was
founder of PEC, NESPAK,
NC and many more
prestigious engineering
bodies. He started his
career as a civil engineer
and a teacher at UET,
Lahore. Then he joined
politics in 1967. He was the
10th Federal Minister for
Finance, Planning and
Development. He was a visionary personality, a huge contributor
towards engineers' community of Pakistan. May his soul rest in
eternal peace, Amen!

A delegation from the World Wide Fund for
Nature (WWF) led by Mr. Hammad Naqi
Khan, CEO WWF-Pakistan, came to
NESPAK House, Lahore to hold a meeting
with NESPAK professionals on January 21,
2020. From NESPAK the meeting was
attended by Mr. Irfan Ul Haq, GM/Head
GT&GE Division, Mr. Muhammad Zubair,
GM/Head E&PHE Division, Mr. Ahmad
Said, GM/Head BDD and Mr. Javed Munir,
GM/Head Water and Agriculture Division.
At the meeting, Mr. Ahmad Said gave a
presentation to the WWF officials on
NESPAK while the latter also briefed
NESPAK officials about their flagship
project of Recharge Pakistan aimed at
storing floodwater in wetlands mainly in
Punjab. The basic objective of the project
was to build Pakistan's resilience to climate
change through ecosystem-based
adaptation of water resources.
During the meeting, WWF sought
NESPAK's consultancy services for
implementing this project. They said that
WWF Pakistan had no other choice except
NESPAK due to its vast scope of services
and availability under one roof. NESPAK
officials assured WWF that NESPAK was
always ready to
serve the
country by
providing its
expert
engineering
consultancy
services on
development
projects
particularly of
national
importance.
The pandemic of COVID-19 has badly
affected the corporate sector like all
other spheres of life across the world
and institutions are adapting to the
new situation post pandemic spread.
In the present scenario, NESPAK
Management has also taken certain
measures to keep its business running
while also safeguarding the health of
its staff. Since the announcement of a
government circular about the
implementation of the lockdown on
March 23, 2020, NESPAK re-arranged
its operational activities. The staff
members engaged on important
projects were asked to carry out
activities like design work from home.
All the timelines regarding
Deliverables of all Project Activities
were being met as per Consultancy
Agreements. Later on April 3, 2020, a
notification was issued by the
Government of the Punjab and
NESPAK was included in Necessary
Services. Resultantly, NESPAK was
allowed to start working with limited
staff strength at its offices. Meanwhile,
all the directions issued by the Health
Department, Government of the
Punjab to contain the spread of
Corona virus are being implemented at
NESPAK.
The NESPAK staff members have been
asked to continue work from home
and also attend offices on rotation
basis whose presence is necessary
keeping in view the project
requirements while they also undergo
precautionary measures like checking
of temperature at all entry points of
NESPAK offices and project sites.
Earlier, NESPAK also issued a COVID-
19 health alert for the information of all
staff and directed them to follow all
the precautionary measures while
performing their official duties.
Mr. Toshimitsu Tanaka, the official of
Nippon Koei Co., Ltd. Japan, held a
meeting with NESPAK officials at NESPAK
House, Lahore on February 12, 2020. On
behalf of NESPAK, the meeting was
attended by Mr. Shaukat Qadeer, GM/
Head Structural Engineering Division, Mr.
Ahmad Said, GM/Head Business
Development Division and Syed
Muhammad Idrees Raza, Principal
Engineer Structural Engineering Division.
The purpose of the visit was to promote
business relations with NESPAK in the field

the diplomatic enclave Doha, State of
Qatar. H.E Ambassador lauded services
provided by NESPAK and showed his
interest to involve NESPAK for the facility
management services for the New
Embassy Complex consisting of an
embassy, ambassador's residence, utility,
and ancillary buildings. He showed his
firm commitment towards helping NESPAK
in business acquisition in the State of
Qatar. In the end, MD NESPAK presented
a shield to H.E Ambassador and thanked
for his support to NESPAK. MD NESPAK
and RM Qatar also visited recently
completed New Pakistan Embassy
Complex.

collaboration in future supervision
projects. Mr. Shahid Khan was very
keen to join hands with NESPAK to

infrastructure, internal roads and
drainage projects in Qatar.

visited Kingdom of Saudi Arabia (KSA)
along with a team of experts involved in the
design of Alith Dam from January 25, 2020
to February 2, 2020. The team participated
in a technical workshop organised by the
Ministry of Environment, Water and
Agriculture (MEWA), to discuss the design
issues related to Alith Dam. Dr. Tahir
Mahmood Hayat was accompanied by Mr.
Abdus Salam Khan, Advisor GT&GE
Division, Mr. Tariq Mahmood Tahir, GM/Head
Overseas Division, Mr. Rizwan Maqsood,
Principal Engineer W&A Division, Mr. Tanvir

Division.
The purpose of this technical workshop was
to discuss the engineering design of Alith
Dam, located in Makkah region and resolve
the concerns of MASHROAT. MASHROAT is
the Centre of Expediting Efficiency (CSE)
projects planned for development in KSA.
During the review of the project documents,
some concerns were raised on the design
of dam and its type vis-a-vis the site.
Discussions were conducted on
geotechnical design of plastic concrete cut-
off wall, hydrology and foundation treatment
for the dam. The workshop was overseen
by Deputy Minister of MEWA Dr. Abdul Aziz
Alshibani. Several technical sessions were
held during the workshop which lasted for a
week at the MEWA offices in Riyadh. MEWA
had also invited Dam expert from World
Bank Mr. Alesandro Palmeri who endorsed
the design solutions provided by NESPAK.
Dr. Tahir Mahmood Hayat made
presentations on the design review
developments of Alith Dam and the work
done by NESPAK based on their scope of
services for this project. Dr. Tahir also
provided the historical background of how
the original design of the dam was
modified by other Consultants and
NESPAK had basically reviewed the
design to make it more robust. The original
design of the dam was an asphaltic core
rockfill dam. This could not be constructed
due to dewatering problems in the core
trench and later another consultant
changed the design to a Concrete Faced
Rockfill Dam, which also included moving
the dam axis upstream. This design was
reviewed later by NESPAK.

NESPAK continued construction
supervision of the project Dualisation of
Muzaffargarh D.G Khan roads. Mr. Asif,
Chief Engineer Communication & Works
Department visited the project prior to the
visit of the Prime Minister along with Mr.
Asfar, SE D.G Khan and Mr. Umair, XEN.
They appreciated the quality of
construction work as well as design of the
project especially introduction of two new
bypasses.
Later, a meeting was held with Federal
Minister Zartaj Gull regarding development
projects in D.G. Khan. NESPAK
D.G. Khan RoadsD.G. Khan RoadsD.G. Khan Roads
representative Mr. Tayyab along with Mr.
Hamid Ali, Resident Engineer, attended
the meeting and briefed her about the role
of NESPAK in development sector
especially in highways and city roads. The
Resident Engineer gave a briefing about
dualisation of Muzaffargarh D.G Khan
Road. She appreciated the standards
being maintained on this project.
Greater Water Supply Scheme, Kotli (Phase-II) Azad Jammu & Kashmir
The Public Health Engineering Division of
Physical Planning & Housing Department
PWD (South), Govt. of AJ&K has engaged
NESPAK to provide engineering
consultancy services for detailed feasibility
studies, detailed engineering design,
estimation, tender documents, preparation
of PC-I for Greater Water Supply Scheme,
(DHQ) Kotli (Phase-II), Azad Jammu &
Kashmir.
The project was commenced in January,
2020. The main objective of the project is to
provide potable water to the entire
population of the project area up to the
design horizon, Year 2050. The scope of
services primarily comprises identification
and development of water sources; water
quality sampling & testing; design of water
treatment plant, water transmission system,
distribution network(s); and design of
wastewater treatment plant.
The deliverables entail an inception report,
pre-feasibility report, draft feasibility report,
final feasibility report, EIA report, detailed
engineering design report, draft PC-1 and
tender drawings, final PC-1 and tender
drawings, bidding documents &
construction drawings. Among above said
deliverables inception report, pre-feasibility
report have been submitted to Client and
work on draft feasibility report is underway.
The Environmental & Public Health
Engineering Division of NESPAK has been
engaged in master planning, detailed
designing and construction supervision of
ADB financed PICIIP Project for Sahiwal
and Sialkot city since April, 2018. Master
plan and PC-1 for Water and Sanitation
Sector, Sahiwal have been approved by
the Client/competent authorities whereas
design work of other project components
are in advance stage. The design stage of
the project is expected to be completed
by May, 2020.

Disaster Management & Reconstruction (DM&R)
Division, NESPAK Islamabad has signed a Project
titled “Consultancy Services of Structural Audit,
Analysis & Retrofitting Design and Top Supervision”
with the Client Aga Khan Foundation – Pakistan &
Aga Khan Planning and Building Services, Pakistan.
The contract signing ceremony was held at AKDN
Office on March 13, 2020. The duration of the project
is 10 months. NESPAK services shall include
structural audit, analysis & retrofitting design and top
supervision of 29 schools located in Mansehra
district of KP and Upper Chitral, Lower Chitral,
Skardu, Ghanche, Gilgit & Hunza districts of Gilgit
Baltistan areas. Dr. Muhammad Rizwan, Principal
Engineer, Head Structures Section of DM&R Division
has been designated as the Project Manager.

NESPAK has been acting as consultant for
the dualisation of Indus Highway package-
1 from Sarai Gambila to Karak with a
length of 60.84 km. So far, work is in
progress on the project, which was started
in May 2018. The project is expected to
complete by November 2021. About 20
percent progress has been achieved on
the project so far.

The RLNG based 1263MW Combined
Cycle Power Plant (CCPP) is located near
Trimmu Barrage at Haveli Bahadur Shah
District Jhang, Punjab. Punjab Thermal
Power (Pvt.) Limited (PTPL) had signed a
520 million USD mega contract with the
China Machinery Engineering Corporation,
China on a turnkey basis for the
engineering, procurement and construction
of the project. NESPAK had been engaged
as lead consultant for preparation of tender
documents, design review, construction
supervision, preparation & evaluation of
O&M tender documents etc. of this
combined cycle power plant project and is
rendering consultancy service till date.
The simple cycle (GT1/GTG1 & GT2/GTG2
along with its all auxiliary systems and
220Kv switchyard) and other BOP Systems
(including firefighting & HVAC systems)
necessary for simple cycle operation have
been completed and cold commissioning
done. However, Power Purchase Agreement
and Gas Purchase Agreement have not
been signed yet. The Combined Cycle
(ST&STG), its auxiliary systems and related
BOP Systems construction are in progress.
The overall updated progress by the end of
March 2020 is 83% and construction
progress is 62%.

Division of NESPAK
is providing
consultancy
services to Water &
Sanitation Agency
(WASA), Lahore for
preparation of
design, PC-I and
tender documents
of three (03) large
scale Wastewater Treatment Plants (WWTP)
for the city of Lahore. NESPAK has
achieved substantial progress on design of
Babu Sabu WWTP and completed
preliminary designs of alternative
technology options besides its geotechnical
investigations and flood modeling study.
Alternative technology options were
presented to the Secretary HUD & PHED
and Chairman P&D Board Punjab besides
various other technical forums. Asian
Infrastructure Investment Bank (AIIB) and
AFD intends to invest for the proposed
project and NESPAK's team also interacted
with them and presented the said reports.

Haveli Moranwali Rural Road near Kasur
Toll Plaza. Excellent quality of asphalt
was executed at the road, which will
provide a great facility to the local
commuters as original road width was
only 8 feet which was widened up to 12
feet along with 6 feet compacted

and Liver Institute
& Research Center
(PKLI&RC) Lahore
is being
constructed as a
state-of-the-art
institute for kidney
and liver medical
facilities. The site
is a 50 acres piece
of land located on
north western
corner of
Knowledge City
adjacent to Phase-
6 DHA, Lahore.
NESPAK has been
hired for the
design and
construction supervision of Package C-1,
Phase-1. The proposed facilities under
Package C-1, Phase-1 comprise multi-
storey R.C.C frame structure buildings.
The contract mainly covers civil, plumbing,
electrical, HVAC, fire-fighting, networking &
tele-communication works.

The New Embassy Complex Project
designed and supervised by NESPAK was
inaugurated by Mr. Shah Mahmood
Qureshi, Foreign Minister of Pakistan, on
February 28, 2020. On his arrival, NESPAK
Regional Manager along with Project
Coordinator and MEP Engineer welcomed
the Honorable Minister and H.E
Ambassador of the Islamic Republic of
Pakistan to Qatar Syed Ahsan Raza Shah.
Mr. Shah Mahmood Qureshi inaugurating the New Pakistan Embassy Building
The Honorable Minister visited different
sections of the building and lauded
modern facilities provided for the ease of
overseas Pakistani community and the
quality of construction work. He also
addressed the Pakistani community at the
multipurpose hall that has seating capacity
for more than 200 persons and met with
the reputable Pakistani community
members living in Qatar.
The Environmental Impact
Assessment (EIA) Report of the
Mohmand Dam Hydropower Project
has been approved by the Client on
February 26, 2020. The EIA Report was
prepared by Mohmand Dam
Consultants (MDC), Environment and
Resettlement Team Headed by Mr. M.
Shariq Ahmed, GT&GE Division. The
report was submitted to the Pakistan
Environmental Protection Agency
(Pak-EPA), Islamabad along with all the
requisite documents to initiate the
process of Environmental Approval.
A public hearing of the subject project
was held in Deputy Commissioner
Office Ghalanai, Mohmand District,
which was attended by more than 300
persons from Mohmand, Malakand and
Bajaur Districts. After the successful
public hearing and fulfilling all the
legal requirements, Pak-EPA,
Islamabad, issued the Environmental
Approval of Mohmand Dam
Hydropower Project.
