2. Preserve Oklahoma’s state highway funding and protect the Eight-Year Construction work plan as a primary input into the safety and well-being of our citizens and the growth and sustainability of the state’s economy. Federal Opportunity Zones are a community development program, established at the end of 2017, intended to spur investment in impoverished and economically distressed areas. This allows investors to defer and/or reduce their federal capital gains liability which will improve return on investment and also direct capital to areas that need improvement.
