What is the Emergency Planning and Community Right‐to‐Know Act (EPCRA) of 1986• Established local, tribal, and state emergency planning groups

• Facilities required to• Inform emergency planners what chemicals are on‐site and facility contacts

• Immediately report accidental releases• Annually inform communities about routine and accidental chemical releases (EPCRA 313)

• Also known as the Superfund Amendments and Reauthorization Act Title III (SARA Title III)

What Facilities Submit EPCRA 312 Tier II Inventory Reports

• Any facility where amount on‐site meets or exceeds • EPCRA extremely hazardous substance (EHS) threshold planning quantity (TPQ)

• Any other substance where OSHA requires a Safety Data Sheet (SDS)

• 10,000 or more pounds

EPCRA Tier II Reports

• Include• Facility name• Address and GPS coordinates• Contact information• Amount of hazardous chemicals stored on‐site• Potential hazards• Locations of hazardous chemicals

• Submitted to State Emergency Response Commission (KDHE), Local Emergency Planning Committee, and fire department by March 1
