1.1 What is Smart Commute?Smart Commute Hamilton is a transportation management association led by the City of Hamilton which works with local businesses and community organizations to provide programs and initiatives that encourage the use of active and sustainable transportation. The initiative takes immediate action on climate change and health in the Greater Toronto and Hamilton Area through transportation efficiency, policy development and infrastructure renewal. The organization also supports the City’s larger transportation demand management initatives.
Smart Commute Hamilton is part of the Smart Commute network – a region-wide network of 13 local transportation management associations led by Metrolinx. The goal is to ease congestion, improve air quality and reduce greenhouse gas emissions while making commuting less expensive and more enjoyable, helping support the objectives on Metrolinx’s regional transportation plan, The Big Move. To date, more than 340 employers with 732,300 commuters have signed on to the program and are designated as Smart Commute workplaces.

1.2 How We HelpWe offer a growing number of programs, services, and support tools to meet the diverse needs of Hamilton workplaces. Together, these tools and programs help to support sustained traveller behaviour change.
1.3 Purpose of this Business PlanThe report outlines the priorities for Smart Commute Hamilton from September 2015 to December 2016. This report will:
• Reviews Smart Commute Hamilton’s progress to-date
• Identifies the changes within the Smart Commute network that will shape the direction for the next year; and,
• Establishes Smart Commute Hamilton’s goals until the end of 2016.

Since launching in 2007, Smart Commute Hamilton has grown to 20 workplace members and over 89,465 employees. In 2014, the program:
Avoided 359,000 kilometers of vehicle travel
Spared the air 77,875 kilograms of greenhouse gas emissions
Helped commuters save $231,500 in travel costs
Had six employers achieve gold or silver workplace designations
Added five new workplace members: Aviva Insurance, Hamilton Conservation Authority, Hamilton-Wentworth District School Board, Maple Leaf Foods, and the Seedworks.

2.2 A Time of ChangeThree major changes over the past year means that 2015-2016 will be an invigorating time.
1 A Refresh of the Program Identity
The Smart Commute network adopted a new message and look in 2014 based on market analysis and consultation. This new refresh includes an updated logo, brand and website.
What This Means: This refreshed identity offers Smart Commute Hamilton the chance to review and update its marketing materials to make sure the look and message is on-point.
2 A New Five-Year Smart Commute Strategy
The new five-year strategy for Smart Commute sets the focus on working with current workplace members. This means improving the quality of the program, improving its impacts, and streamlining the program.
What This Means: After focusing its efforts to triple the number of workplaces and employee members, Smart Commute Hamilton can focus on generating real change for its members. This means delivering the core message to partner organizations.
3 Change in Contract Delivery Agent
Smart Commute Hamilton issued its first service delivery request for proposal in spring 2015. The evaluation resulted in a new partner who will take over the program for the next five years.
What This Means: There’s a new perspective to how Smart Commute Hamilton works and does business.

Smart Commute Hamilton is coming out of three years of strong growth that saw the number of members and employees triple while resources remained stable.
The next year will shift to further engaging Hamilton’s workplaces to offer the best program possible to their employees and students.

Goals for the 2015-2016 PeriodFour over-arching goals were developed for Smart Commute Hamilton for the next year. These goals will help the program expand its current successful foundation, and focus on working with employers to deal with issues.

• Host at least one outreach at each workplace the year
• Provide enhanced support and outreach to workplaces who are eager to grow their program
• Meet with all employers to understand their needs and re-establish new champions
• Encourage workplaces without a survey in the past three years to do one to help us ensure they can be eligible for ‘Gold’ designation
• Increase the number of gold and silver workplaces to 50% of members

• Formalize the current structure and offering
• Develop promotional material for easier endorsement
• Pilot the ESP at Mohawk College to test the offerings
• Test the feasibility of the enhanced digital map individualized marketing tool

• Create new marketing materials to promote the program
• Overhaul the Smart Commute Hamilton website to make it the one-stop source of sustainable travel information for members, prospective members and the public
• Make sure the new brand and message is reflected across the program and that all older materials are retired as new ones are implemented
• Promote the City’s new Travel Smart website and brand
