• Electro Scan idenffied 11 Defects compared to Zero Defects found by CCTV. • Total Defect Flow idenffied by Electro Scan is esfmated to be 0.92 l/s (79,748 l/d). • The seven (7) highest defect flows found by Electro Scan contributed 0.88 l/s or 96% of defect flow. • The Electro Scan survey took six minutes to complete, with a final report available in five minutes. • CCTV Report by FM Conway does not indicate numerous defects shown on the CCTV Video,
including an Acfve Break-‐in Tap. • Any use of past CCTV inspecfons as part of a Big Data analysis should be approached with caufon,
or risk inappropriate conclusions to determining CrifcalSewers.
Findings
Conclusions • Electro Scan found numerous and significant defect flows not reported by the CCTV Report.
• Had FM Conway adopted emerging U.S. sewer condifon assessment standards of Electro Scanning sewer lines, first, it could have had its CCTV operator use defect locafons established by Electro Scan to pan, flt, zoom, and capture detail images and assess the top seven (7) defect flows found by Electro Scan.
• Given the proximity of the Electro Scan survey to major roadways (A118), this sewer has a high risk of flooding during either a severe or prolonged wet weather event.
• FM Conway would gain a major compeffve advantage over its Compeftors (i.e. CCTV Only Contractors) by complefng Electro Scan surveys before all CCTV inspecfons.

B. How Does It Work? Electro Scan is designed to automafcally assess non-‐conducfve pipes (e.g. asbestos concrete, brick, clay, cement, plasfc, reinforced concrete, etc.), where no electrical current should ever be able to “leak” or escape into the ground from inside the pipe – unless, of course, there is a crack or break in a pipe. Electro Scan’s technology uflizes a low voltage/high frequency patent-‐pending process to automafcally find & measure defects not commonly detected by closed-‐circuit television (CCTV) cameras or acousfcal devices. Using its internafonal patent-‐pending technology that measures the variafon of electrical current inside pipes, Electro Scan automafcally locates and measures potenfal leaks in GPM.
A. What Does Electro Scan Do, That CCTV Cannot? Answer: Find sources of infiltrafon and cracks. Infiltrafon is a key factor causing Sanitary Sewer Overflows (SSOs) and Combined Sewer Overflows (CSO) caused by cracks & defects found in manholes, sewer mains, service connecfons, and laterals. Given the limitafon of CCTV – i.e. not able to visually find leaks -‐-‐ Electro Scan automafcally finds , locates, and measures the amount of infiltrafon (i.e. in gallons per minute) caused by defects. Electro Scan can also cerffy newly installed, recently repaired and rehabilitated pipe lining.
C. Who Has Endorsed or Used Electro Scan? Electro Scan has undergone numerous U.S. EPA studies and found superior to CCTV in finding the locafon and quanfficafon of defects that cause leaks. Electro Scan is the only company with products in compliance with ASTM Standard F2550-‐13, just approved for another five years by ASTM CommiKee F36. Winning internafonal acceptance, Electro Scan has recorded nearly 1 million feet of scans in the U.S., England, Japan, Australia, and New Zealand, and represents the next generafon in defect locafon and cerfficafon of pipeline repairs & rehabilitafon, able to work in wet weather and dry weather condifons.

While ‘Large Current Readings over a Large Area’ oien result in the largest esfmated l/s or Defect Flow, frequently the largest esfmated l/s may be caused by smaller current readings over larger areas (Right). Originally approved in 2006, ASTM F2550 was recently modified to expand its use to include ‘tes:ng and cer:fica:on of pipe repairs, renewal, and new construc:on.’ The revised standard was approved October 1, 2013, by unanimous vote of CommiUee F36, for renewal for a five-‐year extension.

About Chuck Hansen Chuck Hansen, age 59, is a Public Works and IT veteran, implemenfng some of the largest Asset Management, Building Permit, and Uflity Billing applicafons for over 1,000 water, sewer, roadway, and railway clients throughout the world. When Chuck sold his soiware company in 2007, cumulafve Hansen client databases held over 1 million closed-‐circuit television (CCTV) inspecfon reports, including over 6 million pipeline defects. In 1990, working with the City of Houston Wasteload Control Branch, Chuck co-‐developed the first nafonal CCTV standard, used by +250 TV inspecfon trucks to conduct a comprehensive crifcal sewers database in response to a Region VI EPA consent decree. Chuck spearheaded development of the first asset-‐specific accounfng system in response to new internafonal financial standards in Australia and New Zealand, adopted by all local councils and uflifes in New Zealand. Later, he led his internafonal soiware programming team to design, development, and deploy, integrated customer service, billing, building permit, and property tax accounfng systems. Partnering with San Francisco-‐based private equity firm Golden Gate Capital, Chuck doubled the size of his company over two-‐years through acquisifons, new web-‐based products, and internafonal expansion, exifng the business he started with his father and older brother in 2007. Chuck lives in Sacramento, California with his wife, Deborah, a civil engineer,
