What is the level of competency of graduating nursing students under
Commission on Higher Education Memorandum Order 14 in terms of 11 core
competency?
1. Safety and Quality Nursing Care – Nursing has clearly been concerned with
defining and measuring quality improvement. As one of the key areas in nursing
care core competency, it is certain that safety and quality nursing care
demonstrates knowledge base on the health illness status of individual group. !t
also provides sound decision making in the care of individuals familiesgroups
considering their beliefs and values and promotes safety and comfort and privacy
of clients. "etting priorities in nursing care based on clients# needs and ensuring
the continuity of care is as important as administering medications and other
health therapeutics which utili$es in nursing process as framework for nursing is
all shown in this core practice. %hus, patient safety is the cornerstone of high&quality health care. 'uch work remains to be done in evaluating the impact of
nursing care on positive quality measures.
(. Management of esources and Environment & )rgani$es work load to
facilitate client care and utili$es financial resources to support client care. !t
establishes mechanism to ensure proper functioning of equipment and maintains
a safe environment.
*. Health Education – +esponsible for assessing the learning needs of the client
partners, develops health education plan based on assessed and anticipatedneeds. !t ought to develops learning materials for health and !mplements the
health education plan and evaluates the outcome of health education.
. !egal esponsi"ility & Adheres to practices in accordance with the nursing law
and other relevant legislation including contracts, informed consent. -urthermore,
it adheres to organi$ational policies and procedures, local and national.
ocuments care rendered to clients.
/. Ethico#moral esponsi"ility – +espects the rights of individual groups and
accepts responsibility. 0emplify in adhering the national and international codeof ethics for nurses.
2. $ersonal and $rofessional %evelopment & !dentifies own learning needs,
pursues continuing education, gets involved in professional organi$ations and
civic activities and pro3ects a professional image of the nurse. 4ategorically
possesses positive attitude towards change and criticism and performs function
according to professional standards.

nursing audits and rounds and identifies and reports variances. 'oreover, it
recommends solutions to identified problems.

research findings and applies research findings in nursing practice.
9. ecord Management – 'aintains an accurate and updated documentation of
client care, records outcome of client care and keen observation for legal
imperatives in record keeping.

members of the health team. !t as well identifies verbal and non&verbal cues,
utili$es formal and informal channels, responds to needs of individuals, family,group and community, and uses appropriate information technology to facilitate
communication.
