Vision 100, Public Law 108-176 December 12, 2003
• Establishes Next Generation Air Transportation System Joint Planning and Development Office
• Series of responsibilities
– Create and carry out the Plan
– Coordinate goals, priorities, and research activities within Federal Government and across US aviation industry
– Facilitate technology transfer from research to operational and private sector organizations
– Review activities related to environment and safety• Operate in conjunction with relevant programs in specified
government agencies• Consult with the public and ensure the participation of experts
from a broad range of entities within the private sector
4
Integrated National Plan
• Establishes National Goals• Sets context for Transformation• Sets direction for Transformation (8
Transformational Strategies)• Creates governance model for multi-
agency cooperation• Delivered to Congress in December,
2004

Overarching Concept• Technology Improvements
– Sensor arrays throughout facility• Terminal entry, checkpoints, concourses, ticketing/kiosks, jetways and aircraft
– Hand-held sensing devices and information sharing systems • Net-centric operations
– Layered CBRN&E Detection & Mitigation• Operational Improvements
– Leverage LEOs trained to support FAMS– Developing commercial BDDT – Alert, response, flexible and unpredictable execution
• Continuous contingency planning
– BPR– ROE for suicide bombers and incidents of national significance– Intelligence/I&W sharing– Security design integral to all airport design for seamless integration

Commercial Spaceport Integration
• Security requirements will be similar to that found at commercial airports.
• Leverage NGATS security systems and technology to obtain enhanced security surrounding spaceports.
• Obtain global harmonization to streamline international licensure for low orbit reentry.
• Develop international policy on security measures at origin.
17
Commercial Space Involvement• NGATS Institute
