Background
• October 1997 Cabinet decision that Departments headquarters must locate in the inner city of Tshwane
• June 2004 programme of action: improvement of the physical work environment for the national government in the inner city of Tshwane
• Re Kgabisa Tshwane programme was launched in November 2005 as a programme to improve the physical working environment of the headquarters of national government departments

What is Re Kgabisa Tshwane Programme
Re Kgabisa Tshwane is a ten year two pronged programme
that is aimed at:
1. Providing new and refurbished improved accommodation solutions for civil servants in the inner city of Tshwane. The new and improved accommodation is aimed at improving service delivery to our customers and ensure employee wellness.
2. The new accommodation is to be strategically located in a way that will act as a catalyst for a broader rejuvenation strategy for the inner city of Tshwane.

Programme Objectives
Other objectives of the programme
• Minimize the cost of the improvement by maximizing the use of Government own building and related infrastructure.
• Improved service delivery by consolidating and clustering Government departments
• Ensure that the most viable option for each department is executed.

• Promote heritage, culture and capital status of the city

Programme Stakeholders
• The programme champions are the DPW, DPSA and CTMM
• The DPW and the CTMM are the programme sponsors and have signed an MOU
• Other stakeholders include National government, Provincial government, Private sector, BEE and SMMEs, etc
• DPW provides long term accommodation solutions for public servants
• CTMM provides both infrastructure and urban management services
• DPSA ensures that the Batho Pele service levels are achieved
• National Treasury is responsible for implementation of the funding strategy

Key Deliverables
A. Spatial Development Framework:
• A spatial development framework has been adopted by the CTMM in January 2006.
• Seven precincts have been identified as planning nodes.
• Architectural design guidelines have been developed.
• Heritage guidelines documents have been developed.
• Transport study documents have been developed but not yet finalised.
• Engineering/ Infrastructure documents have been developed.
• Next major work will be detailed precinct designs.

B. Needs Assessment:
Needs assessment looks at each departments needs in terms of office space,
parking and the nature of the business of the department vs. location,
accessibility, security etc.
• 98% needs assessment work has been done.
• Approximately one third of government headquarters will remain in their present locations.
• All needs assessments will be finalised end March 2006.

C. Options Analysis:• Options Analysis methodology developed (Identifies the
optimal accommodation solution and the financing and implementation strategy) (Treasury requirement)
• First options analyses for DEAT completed in December 2005
• Service providers appointed for option analyses for eleven other departments, will be finalised by July 2006: Labour, Defence, SAMDI, SAPS, Arts and Culture, Transport, Minerals and Energy, Justice, Stats SA, Home Affairs and Government Printers
• Options analyses for remaining departments due to commence in April 2006

Public Works Needs Analysis Finalised
Contracts has been awarded for phase one.
Phase two is currently on planning.
Cleaning of the outside building is 70 % completed.
Painting of the building has commenced
Floor finishes is 70% completed.
South Wing toilets have been refurbished.
Phase one work will be completed in November 2006.
