Program overview

The Women-Owned Small Business (WOSB) program authorizes contracting officers to set aside certain federal contracts for eligible:

• Women-owned small businesses (WOSBs) or

• Economically disadvantaged women-owned small businesses (EDWOSBs)

Contracting Officer’s Responsibilities

Reasonable Expectation of 2 or More Offers by WOSBs

Anticipated Award Price must not exceed:◦ $6.5M – Manufacturing◦ $4M – All other◦ (May be increased for inflation)

Contracting Officer’s Responsibility

Must check that WOSBs must have proper certification in ORCA

Must Certify he/she checked the WOSB repository that all required documents are in the system (including certifications by 3rd Party certifiers)◦ WOSBs will give Contracting Officers 30 days authorization

A copy of the Third Party Certification to the WOSB Program Repository prior to initial offer. (SBA has NOT approved any Certifiers to date).

A copy of the joint venture agreement, if applicable to the requirement.

A signed copy of the Women-Owned Small Business Program Certification (WOSB or EDWOSB).

Any additional documents as requested by SBA in writing that are necessary to satisfy the WOSB Program requirements in the event of a program examination or protest.
