Powers and Functions To formulate policies and propose legislations concerning
the rights and well being of persons with disabilities, and lead in the implementation of programs and services concerning the same
To conduct consultative meetings and prepare symposia with all stakeholders, and undertake program evaluation and monitoring to ensure that comprehensive, relevant and timely programs and services are adequate accessible to persons with disabilities
Powers and Functions To conduct researches and studies relevant to formulated
policies to promote and enhance at all levels the rights of persons with disabilities
To establish, develop and maintain a data bank on disability in partnership with concerned government agencies and non-government organizations and strengthen the referral services to ensure availability of data to stakeholders and services to PWDs including provision of assistive devices
Powers and Functions To establish and maintain linkages and networking with
local and international organizations, including organizations of and for PWDs to generate resources and to maximize utilization of existing resources and for purposes of convergence
To serve as the national working body to promote and monitor implementation of national laws and international commitments

Two (2) representatives from non government organizations with national network on persons with disabilities
Two (2) persons with disabilities representing legitimate organizations of persons with disabilities
Two (2) representatives from civic groups and cause-oriented organizations concerned with the welfare of persons with disabilities
o All six (6) shall be appointed by the President upon the favorable recommendation of the Chairperson
o The Secretary of the DSWD shall be the ex-officio Chairperson of the Council (EO 33)
CompositionExecutive Committee & Sub-Committeeso The Executive Committee is composed of the eight (8) Sub-
Committee Chairpersons and a person with a disability who is a regular member of the Board chosen by the Chairperson.
o The Executive Committee resolves policy issues or program recommendations before presentation to the Board.
o The Executive Committee is chaired by the Board Chairperson.

CompositionSecretariato The Board shall have a Secretariat which will provide the
machinery to coordinate functions, organize services, monitor policies and plans and evaluate the implementation of programs and services for persons with disabilities as may be required by the Board in the exercise of its functions.
o The Secretariat shall be headed by an Executive Director, who shall be appointed by the Chairperson upon the favorable recommendation of the Board. The Chairperson shall also appoint the other officers and staff of the Secretariat upon the favorable recommendation of the Board.

Provides the over-all direction, supervision and coordination to all the Divisions of the Council (Secretariat)
oFinance and Administrative Division (FAD)Plans, directs, coordinates, controls and provides various
administrative and financial services for the Council
o Programs Management Division (PMD)Plans, develops (including pilot-testing), monitors and
evaluates programs and projects relevant to disability
Compositiono Information, Education and Communication Division
(IECD)Plans, develops, implements and evaluates various
information, education, and communication programs in support of the Council’s programs and projects including those of its partner-agencies
oTechnical Cooperation Division (TCD)Plans, establishes, maintains and evaluates linkages and
networking and resource exchange with international bodies; takes charge of the Council’s website
Thrusts and Directions for 2012oProvides technical assistance and capacity building
activities to duty bearers and claimholders in the implementation of the UN Convention on the rights of PWDs and other domestic laws using the human-rights based approach
oDevelops and undertakes ICT activities to establish an information system that will enable PWDs to have access to information
Thrusts and Directions for 2012oMonitors and assesses the implementation of the national
and international mandates on disability like the UN Convention on the Rights of Persons with Disabilities (CRPD) and National Human Rights Action Plan (NHRAP) Republic Act No. 9442, 1% budgetary allocation for PWDs and Older Persons as per the General Appropriation Act (GAA), etc.
Thrusts and Directions for 2012oPromotes the institutionalization of Community-Based
Rehabilitation (CBR) and Non-Handicapping Environment (NHE)
o Strengthens database on disability for policy formulation and program development
o Sets-up livelihood projects and distribute assistive devices in partnership with concerned GOs, NGOs and POs
Thrusts and Directions for 2012oUndertakes research as basis for enhancement of policies
to address the emerging needs of PWDs
oCapacitates NCDA personnel thru attendance to local and international conferences, trainings and other forms of human resource development to effectively represent the agency in all its commitments
oAcquires new technology equipment and facilities to enhance program development of the agency
