-This refers to the extrahassle and paperwork that isrequired to get things donein a bureaucracy

-Why is Red Tape needed???

-although a hassle, theprocedures which cause redtape also reduce the numberof decision makers in thebureaucracy. This hopefullycreates a system which isabsolutely equal for allinvolved.

Spoils System-Presidents have the responsibility

of appointing many people to leadthe executive departments andagencies.
