Queensland’s Open Spatial Data Revolution

Steve Jacoby PSM

Executive Director, Land and Spatial Information

Department of Natural Resources and Mines August 2014

Background

• Queensland’s Open Data

Policy launched in Dec ‘12 • Free

• Open Licence (CC-BY)

• On-line

• Machine readable

• Departments required to publish all of their data openly within 2

years unless privacy, security, ‘x-in-confidence’…

• DNRM has significant data holdings not least our

‘Foundation Spatial Data’ – Qld base mapping

• DNRM offers 3 key pathways to its spatial data: - Visualisations - Data Downloads - Web Services

• By far the most popular visualisation tool is the

Queensland Globe launched by the Premier (3rd April

2013) as a key Open Data initiative

Queensland Globe - Intro

• Simple way to view and share spatial data

• Uses Google Earth

• Can be deployed to anyone

(in government, business or the public)

• It’s Free – thanks to Qld’s Open Data policy & Google

• Training not essential

• Also available on smart phones and tablets

• Contains Queensland’s Best Foundation Spatial Data

• Plus… much more

• Accessible from the Open Data portal or DNRM website

www.data.qld.gov.au / www.dnrm.qld.gov.au

(or just search “Queensland Globe”

Main features of the Queensland Globe

• Only need one file –

downloaded once from

www.data.qld.gov.au

• Adds to Google’s data - eg imagery, 3D buildings &

Street View as well as Google Search still available

• Queensland Spatial Data remains server side

• No copies

• Changing data updated nightly

• All (Open) spatial data in the Globe can also be

downloaded from the Globe - Metadata included.

• Built in ‘Help’, ‘Video Tutorials’, ‘Feedback & Contacts’

Current Access Arrangements Queensland Foundation Spatial Datasets (August 2014)

Precursor to the Queensland Globe

• DNRM’s Land & Spatial Information Group was

formed in December 2009

• Frustration from senior management that they couldn’t

easily access spatial information for which they were

accountable

• Commenced a ‘spatial desktop’ project and Google

Earth Enterprise was trialled as a solution

• Scope was initially DNRM and potentially WoG

- Licensing was identified as a critical issue

- Cost was another barrier

- Also some technical elitism…

• And then we had the 2011 floods and TC Yasi…

Flood Mapping & Disaster Relief Appeal - 2011

• Huge demand for timely, authoritative mapping

• Imagery, flood lines, flood plain mapping & all disaster relief

applications geocoded

• 21,400 applications / 8,500 maps / 7 day operations

• Used by Emergency Services, QldRA, Premiers, TMR,

DH&PW, Communities, Centrelink, NGOs, etc

Timing & the 3 Critical Components that

made the Queensland Globe possible!

1. Policy: Qld government released its

Open Data Policy ~ approved by State

Cabinet in Dec ‘12

2. Technical: Google updated their free

Google Earth client in Dec ‘12 to allow

connection to ‘private data’

3. Resources: DNRM secured essential

financial support for its ‘24 / 7’ spatial data

initiative ~ Qld Globe production

All released, developed or approved in December 2012

Queensland Globe usage – first 3 months

Launch – 3 April

Queensland Globe – July to December ‘13

• Globe proved extremely successful and usage

continued to grow

• Released a ‘Mobile’ version for smartphones & tablets

Queensland Globe – mobile devices

Queensland Globe – July to December ‘13

• Globe proved extremely successful and usage

continued to grow

• Released a ‘Mobile’ version for smartphones & tablets

• Many other Departments and groups (in DNRM too)

wanted to feature their spatial data on the ‘Globe’

• We suggested DNRM publish all its Open spatial Data

on the Globe as part of its 6 month Action Plan (July –

December 2013)… but Government agreed to:

“Make all government open (spatial) data available

through Queensland Globe” http://www.thepremier.qld.gov.au/plans-and-progress/plans/assets/6-months-july-dec-13.pdf

• More Content?

• Additional Globes? – Likely

• Historic imagery? – Working on it now

• 3D models? – BIMs, geology etc

• Paid searches (Titles / Valuation Reports, etc) – next few weeks

• Less Content?

• Too much! Globes too complicated?

• New Functionality?

• Printing enhancements, better mobile experience

• Crowd Sourcing?

• Federated Globes (Federal, State, Local)?

• Industry / commercial data included?

• Queensland Globe for G20…
